The Administrative Officer is located within Acute Care of Nursing/Patient Care Services at the Atlanta VA Health Care System in Decatur, GA.
Duties
The Administrative Officer is responsible for supporting management in meeting the goals and objectives of Acute Care Services. The incumbent manages all administrative functions and collaborates with senior leadership, providing day-to-day direction and oversight of various administrative operations. Major duties include, but are not limited to:
Assess the productivity, effectiveness, and efficiency of the program operations recommending problem resolutions in a full range of administrative activities.
Interprets administrative policies, develops and/or implements local policies, defines administrative requirement, and/or provides advice to senior management on related issues.
Compiles reports of findings/proposals for solutions to be relayed to management including but not limited to staff mapping, resource/FTE tracking, identifying performance outcome trends as applicable
Provides assistance in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans/appraisals, processing training and recruitment requests, as needed.
Acts as the liaison with the human resources office to include the nurse recruiter concerning recruitment matters
Provides budgeting and financial management, including budget formulation, justification, execution, and financial reporting within the applicable systems.
Assists in determining overall operational plans and procedures, working with identified supervisors on strategic planning operations
Oversees all Purchase Card Holders, Purchase Card Orders, reconciliations, and all training related to the assigned service line.
Collates, reviews, and finalizes project work completed by Nurse Managers and other staff members within the service line.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-9:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of administrative services within an office; providing advice and assistance to managers and staff concerning personnel processes and procedures; and coordinating with management to control purchasing and use of supplies. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year (18 semester hours) and specialized experience as described above to meet the total qualification requirements for this position.
GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of administrative services within an office; performing budget execution functions to include, budget submission, formulating and managing budget plans; assisting with contracting functions and managing procurement; assisting with human resources functions to include recruitment; position classification; performance; training; etc.
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a a PhD. or 3 full years of progressively higher level graduate education leading to such a degree in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education two years (36 semester hours) and specialized experience as described above to meet the total qualification requirements for this position.

Physical Requirements: Work is primarily sedentary although some slight physical effort may be required.
