Purpose of this position is to serve as a senior planner, staff action officer, network operations analyst, and project manager for major and/or technologically advanced information systems and military satellite systems, engaging in the day-to-day operational planning and management of satellite resources on a round-the-clock basis.
Duties
Provides management and planning for user missions on SATCOM constellations.
Serves as staff action officer responsible for large-scale and other complex or labor-intensive projects involving major MILSATCOM and related information systems.
Ensures representation at meetings, conferences, and ad hoc working groups. Participates in various panels, study groups, work groups, and planning activities at command and higher echelon levels.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. Engages in long-range planning and provides immediate responses to requests for satellite access/allocations including frequency and transmit power for user terminals when deployed in the command area of responsibility. Provides for the integration of existing and new strategic and tactical communications systems that support information exchange between forces in all mission areas. Provides direct technical and operational planning, system configuration and operational mission support to assigned areas in formulating and implementing operational plans, operational orders, and other operational directives.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive technical knowledge of satellite payload management, network management, and telecommunications systems.
2. Expert knowledge of policies, plans, objectives, requirements, and capabilities of SATCOM systems.
3. Experience in conducting studies involving both long-range and short-range plans involving the control aspect of satellite communications.
4. Skill in performing trend analyses for SATCOM terminals and satellite segments to determine technical supportability.
5. Ability to analyze technical work of satellite payloads and ground station architectures. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing, including writing plans and technical documents, requirements, procedures, and technical analyses.
6. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
