The primary purpose of this position is to serve as a senior planner, staff action officer, network operations analyst, and project manager for major and/or technologically advanced information systems and military satellite systems, engaging in the day-to-day operational planning and management of satellite resources.
Duties
Provides management and planning for user missions on SATCOM constellations.
Serves as staff action officer responsible for large-scale and other complex or labor-intensive projects involving major MILSATCOM and related information systems.
Ensures representation at meetings, conferences, and ad hoc working groups.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions, Individual Occupational Requirement for Telecommunications (IOR), Series 0391.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in other pay systems which includes: Utilization of satellite payload management, network management, and telecommunications systems; Performing trend analyses for SATCOM terminals and satellite segments to determine technical supportability; Develop and maintain effective relationships and to communicate effectively, both orally and in writing, including writing plans and technical documents, requirements, procedures, and technical analyses.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive technical knowledge of satellite payload management, network management, and telecommunications systems.
Expert knowledge of policies, plans, objectives, requirements, and capabilities of SATCOM systems.
Experience in conducting studies involving both long-range and short-range plans involving the control aspect of satellite communications, including performing trend analyses for SATCOM terminals and satellite segments to determine technical supportability.
Ability to analyze technical work of satellite payloads and ground station architectures, and identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations.
Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing,
including writing plans and technical documents, requirements, procedures, and technical analyses.
Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
