The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Protected Band Cell in the Regional Satellite Communication (SATCOM) Support Center. Position involves 51% or more of time in direct support of acquisition positions.

Duties

Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Directs, manages, and provides staff supervision over all operational management, operational support, quality assurance, trends, and analysis requirements necessary to provide and/or restore service to support customers within the RSSC's mission area. Studies directives and criteria emanating from higher authorities related to allocation management controls, resource utilization oversight, and system assurance and based on analysis, develops, implements, directs, and manages specific guidelines and procedures to be applied in executing quality control and assurance measures applicable to the entire Protected Band spectrum and all functional areas thereof. Participates in various meetings, panels, study groups, work groups, and other planning activities at the command and higher echelon levels regarding assigned mission and functions with full authority to commit the command within established policy

  • May be required to travel by military or commercial aircraft in the performance of TDY assignments to CONUS and/or overseas. May be required to work overtime on an unscheduled or emergency basis.
  • This position is eligible for situational telework only, including Emergency and OPM prescribed "unscheduled telework"
  • This is a Key position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.

  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Telecommunications Series 0391. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. Engages in long-range planning and provides immediate responses to requests for satellite access/allocations including frequency and transmit power for user terminals when deployed in the command area of responsibility. Integration of existing and new strategic and tactical communications systems that support information exchange between forces in all mission areas. Experience directing technical and operational planning, system configuration and operational mission support to assigned areas in formulating and implementing operational plans, operational orders, and other operational directives. Skill in program management and fundamental understanding of military satellite communications network requirements and procedures. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Thorough knowledge of the entire range of currently fielded Protected Band communications systems from all Services, as well as knowledge of future development activities in the DoD in order to remain current on the latest satellite communications (SATCOM) technology. Experience in basic Protected Band satellite communications systems planning. Comprehensive knowledge of the architecture, policies, procedures, and practices of Regional Satellite Communications (SATCOM) Support Centers and supported Combatant Commander (CCMD)s. Skill in program management and fundamental understanding of military satellite communications network requirements and procedures. Knowledge of SATCOM frequency usage and payload design, DoD (SATCOM) satellite and network control operations, user terminal operations and sustainment, and ability to interface directly with CCMD communications planners, SATCOM users, and technical staff at higher headquarters and agencies. Knowledge of Military Satellite Communications (MILSATCOM) procedures, functions, and practices to identify and correct discrepancies in procedures, policies and practices. Working knowledge and understanding of the Non-classified Internet Protocol Router Network (NIPRNet) and the Secure Internet Protocol Router Network (SIPRNet) systems, Joint integrated satellite communication planning tools, network management functions, and tactical deployable communications assets deployed by units in support of the CCMDs. Ability to communicate effectively, both orally and in writing to make presentations, reports, and provide technical information clearly and effectively. Ability to justify and defend positions on assigned programs and meet, deal, and coordinate with a variety of personnel at all levels, both inside and outside the organization. Knowledge of human resources management and Equal Employment Opportunity policies, practices, and procedures and ability to plan, organize, and direct personnel to accomplish the mission. Knowledge of safety and security regulations, practices, and procedures. Knowledge of training plans and ability to act as primary trainer on MILSATCOM systems and other RSSC related activities. Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations. Ability to persuade others to accept recommendations, work toward an agreement, and negotiate mutually acceptable solutions. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
