Serves as a supervisory AST in Aerospace Materials (Branch Chief) for the Materials Chemistry and Physics Branch within the Materials and Structures Division. You will be responsible for technical and supervisory leadership of a team of researchers and engineers developing ceramic, polymer, and hybrid materials with properties tailored for a wide range of aeronautics and space applications.
Duties
Provides administrative and technical supervision of the Materials Chemistry and Physics Branch. Oversees and evaluates aerospace ceramic and polymer materials technology development and multi-functional materials technology development.
Advocates for resources and identifies strategic objectives for the branch in the following areas: aerospace ceramic materials, aerospace polymeric materials, multi-functional materials, and materials systems for power and energy applications.
Works closely with program/project managers across the mission directorates to plan workforce allocations for the branch to support critical mission goals and requirements.
Defines jobs, selects employees, and assigns work. Provides equal employment opportunity. Maintains a culture of diversity and inclusion in all branch activities.
Establishes guidelines and performance expectations for staff members. Reviews employee performance. Implements performance modifications and takes corrective actions as appropriate. Recommends employees for promotions and recognition.
Serves as Technical / Scientific Authority for aerospace polymeric material and ceramic materials, by serving as a subject matter expert on relevant committees and panels and fostering and overseeing relevant collaborations.
Manages the branch’s laboratory capabilities and ensures a safe and healthy work environment.
Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
GS-15: To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Leading technical teams in research and development of polymeric, ceramic, and/or hybrid materials for aerospace applications;
Presenting work on research and development of aerospace ceramic materials, polymeric materials, and/or hybrid materials to technical and/or project leaders and serving as an expert on technical reviews in these areas;
Defining and implementing long-term strategies for advancing the state of the art in polymeric materials, ceramic materials, and/or hybrid materials for aerospace applications.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
