The primary purpose of this position is to provide technical guidance and analysis to the AFSC Operating Location Small Business Director at Robin AFB, who services AFMC organizations. Serves as an expert liaison between internal and external customers as well as other government agencies.

Duties

Serves as the senior procurement specialist within the Small Business Office developing and planning the overall approach to meet small business program objectives for the acquisition of a variety complex USAF aircraft weapon system programs and strategic acquisitions for AFSC to include supported tenant organizations. Analyzes, evaluates, and reviews acquisitions for compliance with FAR Part 19 "Socioeconomic Programs" and other related directives, supplements and policy guidance. Advises and assists contracting and technical personnel as well as provide support to other agencies. Represents the AFSC/ SB as business advisor to a wide range of customers, participates in special projects/initiatives and performs special assignments.

  • This position meets the professional exemption criteria for the Fair Labor Standards Act (5 CFR 551.207).

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Series 1102. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement. In addition to meeting the basic requirement above, to qualify for this position you must also meet one year of specialized experience equivalent to the GS-12 in the normal line of progression. Specialized experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of a very broad range of Federal Government contracting laws and policies including techniques of contracting operations, and detailed procedures of the DoD, USAF, AFMC and AFSC contracting requirements. In-depth knowledge of a broad range of statutory provisions, regulations and procedures so as to advise top management and private industries on a wide variety of highly specialized and complex procurement functions. General knowledge of engineering, technology, and manufacturing procedures associated with major aircraft weapon systems, research and development projects, and specialized acquisition efforts in support of the Small, Disadvantaged, and Economic Utilization Programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of Federal Government, DoD, USAF, AFMC, and AFSC acquisition guidelines and business practices, including statues, regulations, practices, policies and procedures that cover different contract types and market conditions applicable to the Small Business programs. Expert knowledge of assigned contracting and procurement specializations, and applicable contract types. Ability to communicate effectively both verbally and in writing. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations. Ability to plan, organize work, and meet deadlines. Ability to effectively negotiate. Skill in interpersonal relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
