The primary purpose of this position is to review and lead on multiple-year agency-wide sole source and competitive acquisitions that exceed required pricing support thresholds to ensure conformance with applicable laws, regulations, and directives, and which reflect sound business judgment and practices specializing in cost/price analysis

Duties

Serve as the Contract Pricing Subject Matter Expert for the ISR/SOF Division major weapons systems programs in support of the Special Operations Forces (SOF) and High Altitude multiple weapons systems. Analyzes and evaluates cost and pricing data to determine price reasonableness for major acquisitions often with limited precedent data available Acts as the planning, evaluation, and scheduling focal point for price negotiations involved in the most complex major ISR/SOF weapon systems procurement Acts as a highly specialized troubleshooter to assist program offices, field agencies, Air Force customers, or higher headquarters management to resolve difficult problems of broad impact encountered with major system contractors that are unable to be resolved by lower level/other agency personnel Plans, formulates, and make formal presentations to explain and justify the pricing aspects of the LCMC position on specific major cost/price proposals to various levels of management up to and including the Secretary level of the Air Force and OSD.

  • This position requires a Contracting (C), Level 1 - Foundational, acquisition certification. The selectee must meet, or be capable of achieving, acquisition certification within 36 months after assignment.

Qualifications

Minimum Qualification Requirement: You must meet both of the following qualification requirements (Education and Specialized Experience) and provide documentation to support your qualifications (If you are using education to qualify, failure to submit the required documentation will result in you being rated ineligible. Education Requirement: You must meet one of the following qualification requirements and provide documentation to support your qualifications (If you are using education to qualify, failure to submit the required documentation will result in you being rated ineligible. See sections on "College Transcripts" and "Foreign Education" below for required documentation.) EDUCATION: Successful completion of a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree). Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes reviewing and leading on multiple-year agency-wide sole source and competitive acquisitions that exceed required pricing support thresholds to ensure conformance with applicable laws, regulations, and directives, and which reflect sound business judgment and practices specializing in cost/price analysis and to serve as the Contract Pricing Subject Matter Expert for the ISRR/SOF Division major weapons systems programs in support of multiple weapons systems. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc. NOTE: You must submit copies of your official transcripts. AND 3. Two years of experience in a contracting position: Subsequent to meeting the specialized experience at the next lower band or grade level you must have served at least two years in a Contracting position. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1 Expert knowledge of Government contracting and/or Procurement and agency-specific guidelines and business practices, including laws, statues, executive orders, regulations, policies and procedures, pricing arrangements, different contract types, Congressional mandates, and the different contract types and methods of payment. 2. In-depth subject matter knowledge of acquisition planning for competitive and sole source acquisitions, contract cost and price analysis principles and techniques, business practices, and market conditions to compliment highly developed advocacy, persuasion, and mediation skills sufficient to analyze, advise and resolve intense differences across one or more parties whose perceived interests are significantly in conflict. Knowledge of assigned contracting and procurement specializations and applicable contract types. 3. Skill and ability to communicate effectively, both orally and in writing, to present sensitive recommendations to higher authority and to obtain compliance with laws and policies. 4. Ability to recognize and analyze problems, conduct research, summarize results, set priorities and goals and make appropriate recommendations based on the needs of the program and organization. 5. Ability to mentor, manage, plan, organize, and make recommendations regarding the work and network/build professional relationships advantageous to the agency. 6. Ability to use office automation tools and techniques in the work of the unit. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
