Duties

Exercises 2nd Level (or higher) technical and administrative supervisory personnel management responsibilities for 25% or more of the duty time. As the Deputy, serves as the senior civilian business leader in the organization with unlimited warrant authority. As the Deputy, serves as a Business/Contract Clearance Authority for the organization or installation consistent with FAR, as supplemented. As the Deputy, represents the organization with a variety of installation and functional area organizations.

  • Employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • This is a Critical Acquisition Position (CAP). This position also requires the employee to engage in acquisition continuous learning activities achieving 80 continuous learning points every 24 months.
  • The selectee must meet, or be capable of achieving, acquisition certification within 36 months after assignment.
  • This position has been designated as a Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP). This position requires a Contracting (C), Level 1 - Foundational, acquisition certification.
  • May be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • May be required to travel by military or commercial aircraft in the performance of assigned duties.
  • This position may require an unlimited Contracting Officer's warrant.
  • Subject to Temporary Duty Assignment (TDY): Approximately 10 days per year.

This incumbent of this position will serve as the Deputy Director of Contracting and as the senior civilian contracting official/staff advisor, providing continuity in management and advisory activities. Performs as the "alter ego" full performance deputy to the Director of Contracting with respect to all technical and managerial phases of the contracting office work while exercising 2nd level (or higher) supervisory and managerial authorities over the Operating Location (OL) at the Robins Contracting (PK) office. As the Deputy, serves as the senior civilian business leader in the organization with unlimited warrant authority. Directs, reviews, provides oversight and may sign contract actions associated with a wide variety of complex acquisitions. Functions as a senior technical authority during procurement planning meetings. As the Deputy, serves as a Business/Contract Clearance Authority for the organization or installation consistent with FAR, as supplemented. Seeks to remove impediments to commercial practices and competition, overcoming barriers to full and open competition whenever possible. Ensures continuously evolving Acquisition Reform initiatives are reflected in requirements packages, requests for proposals, and evaluation methodology and documentation. The Deputy will also serve in a variety of activities in alignment with SAF/AQC, HQ AFMC, and AFSC strategic plan objectives. The Deputy will have ample opportunities to participate on high-level (enterprise-level) teams, as team leader or team member. As a second-line supervisor, the Deputy hears and resolves group grievances and employee complaints referred by subordinate supervisors and employees. Initiates action to correct performance or conduct problems of employees and reviews and/or approves serious disciplinary actions (e.g. suspensions, removals) involving non-supervisory subordinates. Encourages self-development. Approves leave for subordinate supervisors/leads and ensures adequate coverage in organization through peak workloads and traditional holiday vacation time. Demonstrates sensitivity to ideas of subordinates. Ensures actions taken directly as well as those by subordinate supervisors/leads promote an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. Candidates must possess a current or previous unlimited Air Force Contracting Officer warrant. Candidates must possess a bachelor's degree or higher from an accredited educational institution. Business degrees are highly preferred. Candidates must possess at least 12 months of Second Level Supervisory experience at the Division Level (or equivalent) or higher. Candidates must also possess TWO YEARS OF SPECIALIZED EXPERIENCE IN A CONTRACTING POSITION of which 52 weeks must have been equivalent to the next lower grade NH-3, or equivalent in other pay systems. TEN YEARS of acquisition experience or equivalent, at least 4 years of which were performed while assigned to a Critical Acquisition Position (or equivalent), is highly preferred. Specialized experience is defined as experience that equipped the candidate with the knowledge, skills, and abilities required for the position: 1. Expert level/extensive knowledge of Government and agency specific guidelines and business practices, including statutes, regulations, policies and procedures in areas of contracting and acquisition. 2. Expert/comprehensive knowledge of business practices and market conditions used to evaluate responsiveness, contractor responsibility, contractor performance, and other wide ranging contract actions when these actions are not well-defined. 3. Knowledge of and skill and ability to utilize Art of the Possible (AoP) concepts and initiatives to plan, organize, and direct the functions of, and mentor, motivate, and appraise the staff of, an organization through subordinate supervisors. 4. Skill and ability to advise, brief and interact with high-level executives in Government and industry.
