The primary purpose of this position is to serve as the second level supervisor, senior civilian contracting official and staff advisor, providing planning, directing, organizing and exercising control over subordinate supervisors and nonsupervisory employees in organization.
Duties
- Exercises supervisory personnel management responsibilities at least 25% of the time. Directs, coordinates, and oversees work through subordinate supervisors.
- Serves as the senior civilian business advisor in the organization with unlimited warrant authority. Directs, reviews, provides oversight and may sign contract actions associated with a wide variety of complex acquisitions.
- Serves as the Competition Advocate, Business/Contract Clearance Authority, and/or Small Business Representative for the organization or installation consistent with FAR, as supplemented.
- Represents the organization with a variety of installation and functional area organizations. Provides or ensures that subordinate organizations/teams provide customer guidance and training.

- Position is Critical Acquisition Position/covered by Acq. Prof. Development Program. Requires Contracting Level 1-Foundational/acquisition cert. Must meet/capable of meeting acquisition cert in 3-yrs/achieve 80 continuous learning pts every 2 yrs.
- May be required to travel by military or commercial aircraft in the performance of assigned duties.
- May be required to work overtime.
- Position requires selectee to sign, as a condition of employment, a written agreement to remain in federal service in this position for at least 3 yrs. Acceptable deviations from the 3-year requirement include promotion, separation, and retirement.
- This position requires annual completion of the OGE Form 450, Financial Disclosure Report.
- This position is eligible for a Compressed Work Schedule, in which the incumbent would work a 5/4/9 schedule (for each two-week pay period: 8 days of 9 hours per day, 1 day of 8 hours, and 1 regular day off every other week)

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be based on basis of your knowledge, skills, abilities, and/or competencies in the following areas:
1. Professional knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to preaward and postaward actions for a variety of complex and/or diversified services commodities, and/or construction.
2. Knowledge of the business environment (e.g. economic trends, awareness of commercial/industry business practices, standards, mergers, and acquisitions) applicable to program and technical requirements in order to recognize potential programmatic/contractual impacts, and Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems and their solutions.
3. Knowledge of formal source selection methods, policies, and procedures; contracting negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established and approved rates to determine price reasonableness or to determine a negotiation position.
4. Ability to identify problems, determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and make recommendations; makes sound, well-informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to insure that legally binding contracting officer decisions are consistent, justifiable and will be upheld at appellate courts or boards; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals.
5. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy; and ability to establish effective working relationships with others.
6. Ability to plan, organize, and direct the functions and staff of an organization through subordinate supervisors.

Candidates must possess a bachelor's degree or higher from an accredited education institution.
An unlimited contracting officer's warrant is required for this position.
Candidates must also possess at least TWO YEARS OF EXPERIENCE IN A CONTRACTING POSITION of which 52 weeks must have been equivalent to the next lower grade (NH3 or equivalent) in one or more of the following: (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation. Duties may have included awarding of contracts within delegated contracting officer authority or recommending award to contracting officer on contracts outside delegated authority.

Education
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
