Duties
You will serve as a construction Engineering Technician and provide engineering support services in the field of construction contracts primarily between the Navy and private contractors.
You will be familiar with applicable agency policies, guides, regulations, manuals and precedents (including, but not limited to design, construction and safety).
You will mentor lower grade Engineering Technicians and junior Architects /Engineers/Officers.
You will facilitate effective relationships and processes between A-E contractors, construction contractors, clients and government team members to ensure products are provided properly, on schedule, and within budget.
You will coordinate work in detail with key personnel within the prime and subcontractor’s staff, Public Works personnel, facilities representatives from the Supported Command/using Activity, and various Installation personnel and departments.
You will support the management and administration of complex and challenging construction projects in various geographic locations in support of Navy, Marine Corps and other agency clients with critical, time-sensitive missions and functions.
You will provide overall coordination of the construction quality management program for assigned projects.
You will develop and apply specific technical expertise in the field of construction, obtained through education, experience, and/or professional certifications, mechanical systems (such as testing and balancing of HVAC systems.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Resolving complex and diverse construction and design problems encountered during the performance of projects assigned; 2) Reviewing project plans/specifications prior to contract award, and ensuring contractors are in compliance with state and federal environmental, safety and labor regulations; 3) Reviewing construction plans and specifications, monitoring construction plans to ensure work tracks contract completion date; and 4) Making recommendations to resolve problems encountered including technical or procedural changes. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Evaluating and assuring the QC efforts of the construction contractor, providing coordination of the construction quality management program for assigned projects; 2) Working closely with the assigned NAVFAC Construction Manager and contractor's Site Safety and Health Officer in reviewing and enforcing the management of the contractor's safety program to assure adhere to contract requirements; 3) Applying technical knowledge and sound judgement to assist in the resolution of encountered field issues, problems or conflicts and; 4) Supporting the Contract Specialist in the administration of construction contracts and task orders.
