Duties
As a Program Analyst, you will:
Serve as an expert advisor (as a "trouble shooter" and ombudsman) to the Director of the Strategic Planning and Performance Division, Deputy Performance Improvement Officer (DPIO), Performance Improvement Officer (PIO), senior executives, and other layers of Departmental management on matters pertaining to: (1) strategic and annual performance planning efforts; (2) program performance improvement; (3) cross-collaborative, HUD-wide efforts; (4) engagements with the Office of Management and Budget (OMB); (5) congressional decisions; and (6) execution and implementation of program requirements.
Advise on Departmental compliance with the Government Performance and Results Act - Modernization Act of 2010 (GPRAMA) and Office of Management and Budget requirements for GPRAMA implementation and associated activities.
Work with program officials to develop strategic goals, strategic objectives, agency performance goals, strategies, performance milestones, and metrics.
Initiate and develop program policies, regulations, standards and procedures, handbooks, notices or memoranda, as well as written guidance and correspondence as related to the functions of the Division.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
Managing and developing strategic plans; AND
Monitoring and assessing organizational performance; AND
Communicating with other key officials, including management at various levels, to lead or assist with implementing long-range improvements to meet organization-wide objectives; AND
Analyzing programmatic data and applying analytical & problem-solving techniques to identify trends and interpret facts; AND
Analyzing and evaluating programmatic and operational policies, procedures, and regulations; AND
Assessing operational risk including operational risk exposure, risk management practices, risk assessments, or risk management strategy.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
