The incumbent serves as the lead program analyst/ADPAC for Surgical Service/Specialty Care. The Program Analyst performs a wide variety of administrative and support tasks associated with maintaining the work of the subspecialty sections that comprise Surgical Service/Specialty Care.
Duties
The Surgical Service/Specialty Care sections includes fourteen (14) sections- including Amputation Care, Colon and Rectal Surgery, Gynecology, Ophthalmology, Optometry, Orthopedics, Otolaryngology, Outpatient Surgery, Plastic and Reconstructive Surgery, Podiatry, General Surgery, Thoracic, Urology, and Vascular Surgery.
The Lead Program Analyst analyzes management information requirements to develop program or administrative reporting systems - including the system specifications, data gathering and analytical techniques, and systems evaluation methodology.
Provides data collection/analytical expertise for the monitoring of quality assurance and implementation of improved clinic utilization, management of consults and completion of encounters and other data points necessary for completion and crediting of these services.
Provides administrative analytical support to the Administrative Officer (AO), Service Chief, section chiefs, staff physicians, nurse
practitioners, CRNAs and rotating health professional trainees within the service and is the lead administrative support for Surgical Service's subspecialty clinics.
Analyzes management information requirements to develop program or administrative reporting systems - including the system specifications, data gathering and analytical techniques, and systems evaluation methodology.
Reports monthly metrics in dashboard format for presentation by management, to the Executive Staff.
Researches and investigates new or improved business and management practices for application to the medical center's programs or operations.
Assists in the review and discuss with providers their clinics utilization, by previewing clinic schedules and provide recommendations from stats and data pulled, to troubleshoot efficiency and productivity.
Provides daily reports communicated to appropriate staff on the monitoring trends with encounters, notes, and consults.
Assists in working with providers to identify grid needs to meet fluctuating supply and demand.
Works with providers to provide clinic setup and training expertise, to give appropriate recommendations for individual providers.
Ensures the providers have the appropriate care delivery modalities in place by incorporating face to face visits, virtual care visits, and telephone care visits to their outpatient assignments.
Works with the facility Group Practice Management (GPM) team and the Business Office to modify or build clinic grids, to meet the demands of the patients, while accommodating the providers, while ensuring an efficient approach.
Assists in meeting with the service providers as needed to monitor the clinic grids and ensure appropriate changes are submitted and implemented thru appropriate processes.
Monitors and tracks consults for each subspecialty to assure timely response, appropriate scheduling and completion within prescribed timeframes and work with providers to establish standardized processes.
Assists the Service Chief, AO and/or any member of the service leadership team, with monitoring and tracking delinquent consults and encounters, including review and action on reports received from others involved in this process (e.g., ADPAC).
The incumbent will maintain a Contract Officer Representative (COR) certification and serve as the COR or alternate COR on Surgical Service contracts.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of management principles, organizational theory, and techniques of analysis and evaluation. Knowledge of standardized administrative practices and procedures to conduct studies for required contract documentation, such as Market Research, Sole Source, performance evaluation, etc., to identify, analyze, and make recommendations as needed. (This experience must be well documented in your resume or application package.).

Physical Requirements: The work is administrative and technical in nature and involves some sedentary work at a desk and on the computer. Some slight physical effort may be required.
