The Program Support Assistant position is located at the Minneapolis VA medical facility in the Health Professions Education (HPE) Office (HPEO) and is aligned under the Designated Education Officer (DEO). This position supports the DEO and HPE Manager in establishing, maintaining, and evaluating the quality of health professions training programs and the quality of care delivered by health professions trainees (HPTs) at the VA medical facility. The position reports to the Chief of Staff.

Duties

Duties of this position include, but are not limited to, the following: Assure the flow of information and required actions are completed or referred to the appropriate individuals for action and respond to time-sensitive requests within established time-frames. Prepares facility level executive briefing and decision materials, documents for signatures, and reports and prepare and assemble information to develop draft reports, recommendations, or presentations. Manage and maintain electronic files and program data in SharePoint and on shared drives. Oversee logistics, planning, and preparation for department meetings (including scheduling, materials, travel and lodging arrangements, and special events). Initiate actions to resolve identified problems leading to improved office productivity. Prepares and tracks documents and correspondence to coordinate actions and close action items. Provide administrative orientation and training to new employees within department/office. Assessing management techniques, processes, and styles for improving organizational effectiveness. Provide financial support in both the formulation and execution phases of the allocation of department operating accounts and assist in the formulation and execution of budget estimates and discussion of budget. Provides general office supply and equipment support services and coordinates the purchase of supplies, equipment, and services to meet the organization's needs. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023. You may qualify based on your experience as described below: GS-06: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of a wide range of laws, polices, regulations and precedents applicable to health care and education programs; Assistance with day-to-day operational and administrative duties; Sustaining processes and procedures to ensure program effectiveness; Interpreting, analyzing, and responding to requests for information; Collecting, compiling, managing and reporting program data; Preparing correspondence and reports; utilizing automated software (such as Microsoft Word, Excel, etc. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. GS-07: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of a wide range of laws, polices, regulations and precedents applicable to health care and education programs; Assistance with day-to-day operational and administrative duties such as coordination of schedules, travel arrangements and procurement processes; Effective communication, both verbally and in writing with variety of individuals; Problem solve and apply decision making skills; Sustaining processes and procedures to ensure program effectiveness; Understanding of methodologies to successfully analyze analyze, interpret and evaluate information and interpret guidance; Collecting, compiling, managing and reporting program data; Preparing correspondence and reports; utilizing automated software (such as Microsoft Word, Excel, etc.,). NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. There is no educational substitution for either GS level. You will be rated on the following Competencies for this position: Administration and ManagementBudget AdministrationClerical Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mainly sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending and carrying of light items like paper and books. No special physical demands are required to perform the work. Pursuant to VHA Directive 1193.01, VHA health care personnel (HCP) are required to be fully vaccinated against COVID-19 subject to such accommodations as required by law (i.e., medical, religious or pregnancy). VHA HCPs do not include remote workers who only infrequently enter VHA locations. If selected, you will be required to be fully vaccinated against COVID-19 and submit documentation of proof of vaccination before your start date. The agency will provide additional information regarding what information or documentation will be needed and how you can request a legally required accommodation from this requirement using the reasonable accommodation process. Participation in the seasonal influenza program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities.
