The primary purpose of this position is to performs Engineering Technician duties with special emphasis in Geographic information Systems (GIS), Global Positioning System and Computer Aided Design Drafting (CADD).
Duties
Develops and maintains Installation geospatial mapping Information. Reviews site plan and installation map deliverable for quality and compliance to US Air Force and industry standards, including engineering drawing submittals during design and construction.
Performs survey to locate evidence associated with aircraft mishaps to support military aircraft accident investigations.
Develops and maintains facility floor plan information. Assures edits to facility floor plan information made by staff are meeting quality standards.
Manages engineering records. Maintains engineering records electronic and/or hard copy files and repairs and maintain hard-copy drawings as needed.
Provides training, material resources and information security support.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the:
methods and techniques of engineering or architecture; and
construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes performing engineering technician duties with special emphasis in Geographic Information Systems (GIS), Global Positioning System and Computer Aided Design Drafting (CADD); knowledge of installation mapping and facilities record management guidance and standard operating procedures; knowledge of geospatial concepts and their application to cartography, engineering, and land surveying. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Applicant must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D., if related.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of GeoBase, ArcGIS, ArcrNFO, ArclMS, MicrostationV8, and AutoCAD to maintain the existing GIS and support the GeoBase. Knowledge of installation infrastructures relating to GeoBase Operations. Knowledge and understanding of GeoBase Concepts and Operations.
Working knowledge of computer system networking and knowledge of database systems, and Geospatial information Systems (GIS) and the associated standards, including Spatial Data Standard Facilities Infrastructure Environment (SDSFIE).
Knowledge and understanding of Civil Engineer Organization. Working knowledge of civil engineering methods, principles, and techniques including structures, infrastructure systems, base comprehensive panning, utilities, facilities, and planimetric data.
Skills in terrestrial mapping, drafting, or surveying methods and techniques.
Skills in file management.
Skills in GIS, CADD, or surveying software and equipment.
Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate joint planning efforts to manage the execution of the GeoBase Program with clarity. Ability to clearly and concisely present information in a briefing type format.
Physical Demands: Work may require physical access to indoor or outdoor industrial complex areas or construction and excavation areas. Physical exertion and safety precautions may be necessary to avoid injury while working around moving parts or machines. Work may require climbing to heights up to 50' above the ground/floor to access, inspect, and measure the location and conditions of infrastructures. Management of engineering records may require recurring lifting of light (25 lbs.) and heavier (more than 25 lbs. with assistance) items such as paper, books, and horizontal or vertical drawing files. Outdoor work, management of records, and operation of printers, plotters, scanners, and other reproduction equipment requires reoccurring bending, crouching, stooping stretching, reaching, or similar activities. The work may require specific, but common, physical characteristics and abilities such as average agility and dexterity.
Work Environment: Outdoor and indoor work requires personal protection equipment to protect the physical health and safety of the employee. Employees may be required to use additional protective clothing or gear to include masks, gowns, googles, hard hats, or shields. Outdoor work exposes the employee to environmental elements of sun, wind, rain, snow, including hot or cold temperatures for which the employee must be physically prepared and equipped to protect his/her health and safety. Heat stroke, heat exhaustion, dehydration, hypothermia, frostbite, and injuries including abrasions, sprains, fractures, or broken bones, are all potential hazards.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
