The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Provide a robust data visualization platform to translate complex business needs, requirements and strategy, multiple data sets and other data points into conceptual, relevant, and straightforward dashboards, visual tools, reports, and analytical solutions. The analyst uses extensive knowledge of innovative business intelligence, statistical graphics and diagrams, plots, information graphics, quantitative data, and information to design, prepare, test, validate and deploy superior quality, compelling, insightful, and timely delivered data visualization solutions which are automated and sustainable.
Develop standard templates and data/information displays that communicate complete information in simple insightful ways that accelerate decisions, improve accountability, and increase speed to target.
Develop and execute strategies to improve human capital, workforce planning, and data analysis through HR information systems within the IRS. Provide guidance to senior leaders and managers on implementation strategies based on overall organizational workforce planning status.
Draft displays to conceptually articulate as requirements for organizations to use in launching improvement efforts. These tools will be used to demonstrate concepts and manage changes.
Translate and understand abstract information and connection points among a variety of data sets, enabling the creation of accurate, clear, concise and near real time cross-functional reporting for Operations leadership to gain and/or improve insights which drive strategic decision-making and formal business actions.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level that demonstrated accomplishment in leading major projects and/or initiatives and making critical decisions impacting an organization or division. Experience developing and analyzing quantitative and qualitative measures to perform analysis of data applications and large, complex volumes of data to translate into actionable insights, creative visualization solutions, and reports that are dynamic, intuitive, and easily interpretable for a range of users. Knowledge of data visualization software, techniques, and tools (e.g., Google Charts, Tableau, and Power BI) to build custom data visualization dashboards, deliverables, and solutions. Experience serving as and/or assisting a technical expert in interpreting the needs of the customer regarding the visual display of factual data; planning, designing, and producing visual materials that summarize and display the information and/or project requirements. Oral and written communication experience to develop, persuade, and negotiate a wide range of technical and implementation issues with all levels of senior leaders, including executives (i.e., explaining complex concepts while collaborating across many business units to gain consensus).
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
