Duties
Provides a system for and supervises the identification, evaluation, and development of lands and renewable resource program needs, objectives, goals, and policies for the State.
Appraises needs and progress, and updates requirements to see that they are carried out through the various programs, practices and procedures applied in the State.
Manages short and long-range planning activities including multi-year work plans.
Serves as the principal program manager and top-level consultant to the State Director for all lands and renewable resource policies.
Exercises programmatic supervision and direction over the Division of Natural resources, directly supervises specialized staff members and subordinate supervisors.
Coordinates hiring, classification, employee, and labor relations regarding Division staff.
Organizes work, sets priorities, and determines resource requirements.
Ensures that other State Office, District and Field Office staffs are provided with professional guidance, training, counseling, and other assistance in the lands and renewable resource disciplines

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-14 level that is equivalent in difficulty and complexity as indicated by the following examples: Extensive knowledge of natural resources methods and practices, including multiple-use planning and management. The ability to analyze organizational and operational problems and develop timely and economical solutions. Experience assigning and reviewing work of subordinates. Establishing program objectives or performance goals and assess progress toward program goals. Communicate effectively with others both orally and in writing. Experience must have been in a professional, technical, or administrative position which has demonstrated a broad managerial and leadership competency gained at the national or field level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Education
There is no substitution of education for experience at the GS-12 and above grade levels.
