The Veterans Health Administration (VHA) has adopted the HR Modernization and Shared Services Implementation, which is a new model of organizing and consolidating essential Human Resource (HR) functions and services to the Network level. This improvement to HR service delivery will best support the needs of the VISN's diverse workforce and the expectations of management related to the acquisition, compensation, retention, and performance of staff.

Duties

This is not a remote position. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The Human Resources Assistant (Recruitment & Placement) position is located in the VISN 7 Strategic Business Unit (SBU) reporting to the Senior Strategic Business Partner for the SBU. This position provides human resource support work that entails determining the approach and methods needed to staff position at a specific grade level, process personnel actions, and ensure related staffing functions are completed in a timely fashion. This is a developmental HR Assistant position that ranges from GS-05 to the GS-07. At the full performance level, the incumbent will perform the below (not all inclusive) duties. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. You may qualify based on your experience and/or education as described below: GS-05 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing a wide variety of administrative and clerical tasks associated with the requirements and procedures of a specific program or service line; typing, editing and printing correspondence, technical reports, organizational proposals and justifications, technical notes and similar material in accordance with established guidelines and procedures; ability to communicate effectively via phone or in person with contacts with all levels of supervisors, managers and employees both inside and outside of the organization; operating a computer and appropriate software to produce documents. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of education above high school. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school. GS-06 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of, and skill in applying a standardized body of HR rules, procedures, and operations concerning recruitment and placement sufficient to answer inquiries concerning merit promotion procedures, procedures for reinstatement or transfers to another Federal agency, and job vacancies for which applications are being accepted; identify appropriate regulatory codes, nature of action, and appropriate pay step to be entered on HR action request; identify whether employees applying for promotion meets time-in grade requirements. GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of and skill in applying an extensive body of HR rules, procedures, and operations sufficient to perform a wide variety of interrelated and/or non-standard HR support work such as instructing facility supervisors and managers on recruitment/selection requirements, processes, and procedures; responding to requests for information related to human resources and employee inquiries; processing a variety of forms, reports, and personnel actions using electronic systems; consulting with new hires regarding pre-employment requirements; coordinating new employee orientation requirements; researching, analyzing and extracting information from policies, procedures and manuals; ability to keep supervisor and/or team leader informed of difficult and/or controversial issues and unique problems. You will be rated on the following Competencies for this position: Computer SkillsCustomer ServiceManages and Organizes InformationPersonnel and Human Resources Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is generally sedentary and requires sitting, walking, standing, bending, and/or carrying light items. Education

There is no education substitution for GS-06 and GS-07 level.
