About the Position: Serves as the Facility Operations Specialist for the 32d Medical Brigade and its supported units located in Fort Sam Houston, Texas.
Duties
Prepares detailed analysis of space requirements from users, finalizes space requests, presents recommendations for locations and determines construction and furniture needs associated with the space planning requirements.
Serves as the central point of contact for information regarding the status of work requests and for making priority determinations for all work requests submitted.
Ensures that items are hand receipted to the user level and that items are properly accounted for.
Maintains supporting documentation and records for all expenditures in accordance with applicable references and regulations.
Reviews and evaluates service type contract specifications to ensure they meet security requirements and provide proper support.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- A medical examination is required. If selected, satisfactory completion of a medical examination is required before assignment to the position.
- This position is subject to the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968. This position authorizes the incumbent to carry a firearm.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
- Incumbent must possess and maintain a valid stateside driver's license.
- Incumbent must have knowledge and understand to operate a computer system associated with software including Microsoft Office Outlook and Excel.
- Incumbent is required to work a rotating shift and weekends, depending on needs of the position.

Individual Occupational Requirements:
Education
Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.

Experience
Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include:
Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
Specialized Experience: One year of specialized experience which includes managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; executing short term plans for facilities projects; assisting in initiating project improvement processes; estimating funding requirements for facilities projects; or utilizing automated tools to generate work requests for facilities projects and programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering, Industrial arts, Property Management, or Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
