Duties
Participates in and facilitates transformative quality, safety, effectiveness, and efficiency improvement efforts. Acts as the project lead for healthcare and operational improvement projects. Analyze data and conduct background research on issues. Facilitates, coaches, and trains audiences at all levels of the organizations throughout the lifecycle of a performance improvement project. Defines a project scope and goals through a collaborative process with subject matter experts and leadership at the facility, service line or program, or unit level. Organizes, directs, controls and coordinates group activities in a timely and effective manner. Develops statistical models to measure success of performance improvement actions. Develops processes by consulting with subject matter experts in order to develop standard work. Identifies systems designs problems that contribute to human errors. Leads project teams through designed brainstorming sessions to develop solutions towards a specific deliverable or goal during a project. Develops written and verbal teaching materials. Identifies projects critical to improving quality outcomes and maximize return on investment of utilized resources.
Work Schedule: Monday- Friday 8:00am-4:30pm
Virtual: NO. Selected applicant MUST physically report to the Gainesville Malcom Randall VA Medical Center
Telework: Eligible. Telework will be at the discretion of the supervisor and on a case by case basis.

Individual Occupational Requirement: The individual must meet the IOR. The IOR for the 0671 series is: You must have one of the following:
Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
--or---Experience described as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
- Missions, organizations, programs, and requirements of health care delivery systems;
- Regulations and standards of various regulatory and credentialing groups; and
- Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
AND
Specialized Experience: GS-12. Applicants must have one (1) full year of specialized experience related to this position. This experience must have been equivalent to at least the GS-11 grade level in the Federal Service. Specialized experience: Examples of specialized experience would typically include, but are not limited to:
Experience conducting research and analyzing data.
Experience with process improvement projects.
Experience acting as a lead on projects related to operational improvements of a facility/healthcare center.
Experience developing statistical models to measure success of projects.
Experience with system designs.
There is no educational substitution for the GS-12 level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
