Duties

Supervises continuous survey readiness, risk management, data analytics, and other programs. Collaborates with executive leaders to formulate facility quality management policy, develop, implement, and evaluate management systems, and establish institutional performance improvement and resource management priorities. Assists services or committees to identify problems within the service or with cross services, develop analytical studies, analyze the data, and recommend changes or corrective actions. Analyzes services provided and organizational resources to determine alternative resource allocations and make recommendations to executive leadership. Develops data collection procedures and coordinates with executive leaders and stakeholders to recommend new courses of action. Collaborates with the chairs of key system committees to develop compliance review schedules. Monitors the status of all special, regular and planned programs impacting quality of patient care at system facilities. Plans and completes advanced level tasks based on observance of protocols and accepted clinical and administrative practices while exercising full supervisory responsibility over subordinate supervisors and staff. Develops, implements, and monitors the performance improvement tracking program and management monitoring systems to evaluate programs and ensure efficiency and effectiveness. Ensures continuous readiness and compliance for various external site reviews. Provides oversight for major performance improvement projects, collaborating with management to ensure full implementation of recommendations, as well as organizational mandates. Educates and trains staff on performance improvement methodology and evaluation. Work Schedule: Monday- Friday 8:00am-4:30pm Position Description Title/PD#: Health System Specialist/PD060260 Physical Requirements: The work is primarily sedentary with some walking or standing. No special physical demands are required. Working Conditions: Work is typically performed in an adequately lighted and climate-controlled office. Regular local travel will be required between medical campuses, outpatient clinics and for training and evaluation of programs. Telework: Not Authorized. Virtual: NO. Selected applicant MUST physically report to the Gainesville Malcom Randall VA Medical Center.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Individual Occupational Requirement: The individual must meet the IOR. The IOR for the 0671 series is: You must have one of the following: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. --or--- Experience described as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: - Missions, organizations, programs, and requirements of health care delivery systems; - Regulations and standards of various regulatory and credentialing groups; and - Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience: Examples of specialized experience would typically include, but are not limited to: Experience with data analysis and analytics to perform quality improvement studies. Experience working in a health care organization with clinical and administrative aspects of health care delivery systems, facilities, and operations to be able to develop plans for these facilities. Experience identifying and resolving a range of complex administrative issues in a healthcare facility. Advanced planning skills to address long range and short-term plans in accordance with medical center policies and objectives. Experience leading a wide range of professional, clinical, administrative, executive, and support personnel at all levels There is no educational substitution for the GS-13 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
