This position is in the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA) Education Service. The Service has department-wide responsibility for activities relating to administering VA educational assistance programs to Veterans, Servicemembers, National Guard and Reserve members, eligible dependents for their military service to the Nation.

Duties

Specific duties include: Serves as the Supervisory Training Specialist for a National Training Team. In that capacity, responsible for leadership, direction and coordination of the Service's training programs and materials for Service-directed training audiences. Responsible for the program analysis and quality control of the training programs, and for providing advice, guidance and operational support to the Assistant Director for Training. Plans and manages the resources and work associated with professional development training/education and delivery. Analyzes training needs, designs and develops training materials, delivers training, and evaluates training outcomes in order to revise training content. May instruct, facilitate, or coordinate classroom, laboratory, and/or distributed learning instruction; including policies procedures and guidelines for monitoring training programs. Provides procedures and standards for assisting in appraising the quality of training. Supervises a staff of employees to accomplish the work of the organizational unit. Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised. Assesses employee performance and provides relevant, constructive feedback. Designs and oversees training programs for VA approved education institutions, central office, and field employees. These programs may be developed in-house, and utilize all appropriate media, classroom, videotape productions, computer-based and web-based training. Acts as executive producer and appoints hosts(s) for live interactive training. Acts as project manager for employee/contractor-based program development. Provides guidance and advice on issues associated with technical training. Analyzes national training needs for VA education programs and plans projects to meet these needs. Identifies training needs using surveys, focus groups and similar tools that provide feedback and priorities from employees, supervisors, program participants and VA-approved education institutions. Analyzes the results of these needs assessments and makes plans for training to meet identified needs. Recommends innovative programs and new approaches to meet the training needs of the program. Considers cost, training objectives, program needs, VA priorities and availability of subject matter experts in formulating recommendations. Analyzes budgetary requirements and prepares budget estimates. As assigned, plans and directs program area reviews and studies, ranging in complexity from specific operational functions and problems to programwide applications. Serves as consultant to other business lines on best practices in training design and implementation. Serves as Education Service's representative on VA or external stakeholder training work groups. Independently carries out and/or coordinates the work necessary to complete project assignments. Projects are typically to (1) conduct training needs assessments to identify or validate requirements for training, (2) analyze and/or evaluate training programs and instructors, (3) develop new training products, or (4) selecting, negotiating the availability of, and supervising subject matter experts for course development, classroom training and broadcast duties, or (5) manage and administer training. Provides oversight and direction to the National Training Team staff. Leads the development and implementation of training activities for the program. Plans short- and long-term work assignments, distributing work and ensuring a balanced workload among subordinates. Oversees projects and programs, resolves work problems presented by subordinates, interprets policies and procedures, develops goals and objectives for the team, and makes decisions on work-related issues. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-14. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:12/15/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: Examples of specialized experience would typically include but are not limited to: Training and policy planning, data visualization skills, project management experience, ability to develop new and/ or modified operating instructions and training material, coordinate, prepare and conduct presentation. Education Substitution: No educational substitute at the GS-14 grade level. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary, although some slight physical effort may be required.
