The National Institute of Biomedical Imaging and Bioengineering (NIBIB) is seeking a Budget Analyst to participate in funds control within the Institute/Center in the formulation, presentation, and execution of the Institute's Budget. The ideal candidate will enjoy working independently and collaboratively with team members to effectively manage multiple projects by gathering and analyzing financial data in support of the NIH mission.
Duties
Apply analytical techniques to a broad variety of routine estimation and administration duties related to recurring formulation, presentation, and execution functions and complex modeling or evaluation tasks.
Develop budgetary requirements for the complex mechanisms of support, using historical data, trend analysis, and relevant funding patterns.
Provide recommendations on budget execution aspects to branch chief or OB leadership as the situation warrants.
Review, analyze and edit budgetary estimates for recurring deliverables or other exceptional items submitted by other analysts.
Review, develop or revise cost estimates with accompanying backup details that describe annual funding requirements for grants and contracts.
Undertake detailed accuracy checks of complex templates or linked files by comparison of calculated results across exhibits, inspecting formulas and identifying rounding issues to reconcile or verify totals with spreadsheets.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
In order to qualify for a Budget Analyst, GS-0560 position at the GS-11 level, you must have:
A. You have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. Education must be related to the position to be qualifying; OR
B. 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing routine administrative duties spanning across all phases (i.e.. formulation, presentation, execution, modeling, evaluation) of the budget cycle. This specialized experience includes responsibilities such as: 1. Performing administrative duties across all phases (e.g. formulation, presentation, execution, modeling, evaluation) of the budget cycle. 2. Assisting with cost estimates for annual operating budgets (e.g. contracts, travel, supplies, employee salaries). AND 3. Monitoring organizational budget in a financial management system to report overspending/unauthorized release of funds to organizational leadership; OR
C. A combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position.
You qualify at the GS 12 level if you meet the following qualification requirement:
You have have 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing routine administrative duties spanning across all phases (i.e. formulation, presentation, execution, modeling, evaluation) of the budget cycle. This specialized experience includes responsibilities such as: 1. Independently performing all phases (e.g. formulation, presentation, execution, modeling, evaluation) of the budget cycle. 2. Projecting/revising cost estimates for annual operating budgets (e.g. contracts, travel, supplies, employee salaries). 3. Providing expert advice and technical assistance with cost analysis, fiscal allocation, and budget preparation/adjustment to management. AND 4. Monitoring organizational budget in a financial management system to prevent overspending and report unauthorized release of funds.
You qualify at the GS 13 level if you meet the following qualification requirement:
You have 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, by independently performing all administrative duties spanning across all phases (i.e. formulation, presentation, execution, modeling, evaluation) of the budget cycle. This specialized experience includes responsibilities such as: 1. Leading all phases (e.g. formulation, presentation, execution, modeling, evaluation) of the budget cycle. 2. Projecting/revising cost estimates for annual operating budgets (e.g. contracts, travel, supplies, employee salaries). 3. Providing expert advice and technical assistance with cost analysis, fiscal allocation, and budget preparation/adjustments to management. AND 4.
