The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is located in the Department of Education (ED), Office of Finance and Operations (OFO), Office of Security, Facilities and Logistics (OFSL). The incumbent serves as part of the Department of Education Continuity and Disaster Preparedness Program Team.

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-12, if you possess the specialize experience.Specialized Experience for the GS-12
One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience in security programs, principles, procedures or practices in accordance with security policies.2. Experience with Laws and Executive Orders governing the National Operations Security (OPSEC) Program.3. Experience in monitoring and evaluating Operations Security (OPSEC) programs for effectiveness and compliance with security policies and procedures.
Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Knowledge of operations, information, industrial, and personnel security concepts, principles, and practices to plan and implement broad scope of security programs.2. Knowledge of all security disciplines to include Physical, Personnel, Information, Industrial, Information Assurance, and Operations Security in order to establish/implement the Operations Security OPSEC training and awareness strategy; develop policies, plans and procedures; and prepare technical reports and briefings.3. Ability to develop, analyze, evaluate, and administer high level security programs to meet mission requirements and to improve the security programs for the Department.4. Ability to communicate orally and in writing, clearly, concisely, and accurately. Ability to make decisions and recommendations for agency-wide operations security policies and programs.

Specialized Experience for the GS-13
One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience in reviewing, analyzing, or resolving security issues in accordance with National Operational Security (OPSEC) program policies. 2. Experience with Laws and Executive Orders governing the National Operations Security(OPSEC) Program in accordance with the Office of the Director of National Intelligence (ODNI). 3. Experience in identifying deficiencies, underlying problems, or developing recommendations for improvements. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs).
