The primary purpose of this position is to serve as administrator and technical manager/specialist for the Contracting Directorate. Provide advice and assistance on contracting information systems used in support of contracting functions and programs to various contracting professionals.

Duties

Administer the Contracting information systems with varied functions, producing a wide range of reports, documentation, tables, charts, spreadsheets, or databases. Provide technical support to include troubleshooting server problems, posting or changing documents, applying new processes for web page publishing, changing, updating, and adding links, printer and peripheral management, and connectivity and monitoring application software releases. Provide guidance and technical assistance to contracting professionals on assigned systems. Provide responsive, timely support to customers, actively supporting achievement of Command goals and objectives, and participates in improving organizational effectiveness.

  • The employee must, within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training.
  • The work is generally sedentary, although there may be some walking or standing for short periods of time. Bending or carrying of light loads of papers, books, reports and other items will require moderate physical ability and physical stress.
  • The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
  • Selectee may be required to serve a probationary or trial period.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE GS-07: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes basic knowledge of commonly used procurement processes, procedures, laws, regulations, and policies with familiarity sufficient to help advise and assist contracting professionals in the use of contracting information systems to accomplish the contracting processes of negotiating, awarding, and administering contracts. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: One full year of graduate level education or have superior academic achievement. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. One full year of graduate level education or superior academic achievement may be used to qualify applicants for the GS-07 level. SPECIALIZED EXPERIENCE GS-09 Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. OR EDUCATION: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of 1 full year of graduate level education may be used to qualify applicants for the GS-09 level. SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: knowledge of commonly used procurement processes, procedures, laws, regulations, and policies with familiarity sufficient to advise and assist contracting professionals in the use of contracting information systems to accomplish the contracting processes of negotiating, awarding, and administering contracts; skill and ability to perform testing of functionality of contracting information systems to ensure adherence to standards, completeness, accuracy, and performance sufficient to meet the requirements of contracting professionals. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. IG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of automated data processing functions, techniques, and capabilities including computer and networking operating systems. Practical knowledge of procurement regulations, procedure, and policies related to one or more procurement phases or functions. Knowledge of report writing techniques to present factual information clearly as it relates to the contracting purposes. Knowledge of and ability to apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the unit, including the ability to maintain credibility with others on technical matters. Skill and ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations to plan and organize work, and meet deadlines. Knowledge of laws, regulations, policies, and procedures used by procurement professionals to negotiate, award, and administer contracts.
