Duties

Complete all aspects of the process to acquire grant NPS right-of way (ROW) permits in conformance with the laws, policies, procedures and regulations governing the acquisition and permitting of real property interests and uses by the federal government. Negotiate in conformance with the laws, policies, procedures and regulations governing the acquisition of real property interests by the federal government. Able to develop plans, strategies, and timelines for complex projects. Advise park staff and NPS employees outside of the Land Resources program concerning real property management and assists parks to resolve problems and issues. AREA INFORMATION/HOUSING INFORMATION: Lakewood, Colorado, is a suburb west of Denver, population approximately 150,000, located in Jefferson County at an altitude ranging from 5,400 to 6,000 feet. Climate is dry with an average of only 15.14 inches of precipitation. Public transportation is available through RTD (Regional Transportation District). Housing is available on a rental or purchase basis in the area. Denver metropolitan area has excellent medical and recreational facilities, churches, shopping and cultural arts. Education is received from nationally recognized Jefferson County Public School System. All medical services and complete shopping facilities are available. The duty station of this position is located at 1100 Old Santa Fe Trail. Government Housing is not available.

Qualifications

All qualifications must be met by the closing date of this announcement-12/22/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: work involving complex issues in rights of ways and easements in accordance with law, regulation and procedure; appraising real property, termination and disposal of real property; acquiring fee title and property leases; land acquisition containing complex title and environmental issues; analyzing and resolving conflicts with policy and program objectives and or problems/issues in very complex or controversial transactions involving complex negotiations for land acquisition or land management. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
