These positions are responsible for planning, developing, administering and executing work plans and projects for wilderness, recreation, trails, and special uses activities. Please see Additional Information Section for duties, location, and point of contact information.

Duties

Oversees the unit's wilderness, recreation, trails, special uses, and other related programs budget, and coordinates with other staff groups. Projects the cost of each program based on staffing, equipment, and supply needs. Collects data, analyzes program needs, and recommends action to maintain a balanced budget for the unit's programs. Strategizes, develops, and reviews proposals for new projects, or proposed revisions of existing plans or activities, and recommends action. Analyzes and determines the effects of proposed recreation activities on natural resources and prepares environmental assessments and reports to document findings. Coordinates with other natural resource disciplines to ensure program requirements are included in the project planning and execution. Develops and advises on the development of annual and long-range management plans in compliance with agency guidelines and direction. Reviews and synthesizes complex permit applications, and background data to prepare and issue draft/final/modified permits, fact sheets, and public notices. Provides expertise and advice in the administration of wilderness, recreation, trails, special uses, and related programs and management activities. Requirements

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Your application and resume must clearly show that you possess the experience requirements. Transcripts must be provided for qualifications based on education. Provide course descriptions as necessary. GS-09: You must have one year specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as one or more of the following: Participate in surveys and studies of wilderness and other specially designated areas, and/or recreation use, facilities, and trails; Engage partners and volunteers to accomplish recreation and specially designated areas program goals and objectives; Communicate agency management practices, rules, and regulations to the public for education on wilderness, trails, special uses and recreation activities. Engage and create working relationships with the public, volunteers, and partners to advance recreation management program goals. OR: A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if directly related to the work of this position. OR: A combination of specialized experience and graduate education described above. Only graduate education in excess of 18 semester hours may be used to qualify for this grade level. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. For the GS-11: You must have one year specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as one or more of the following: Engage partners, volunteers, and the public to collaboratively manage congressionally designated areas and recreation programs in accordance with applicable laws and policies; Coordinate with other resource disciplines on program and project planning and execution. Evaluate effectiveness of recreation, special uses and specially designated areas programs to ensure changes are made as conditions arise; Analyze and determine the effects between recreation and resource management activities; Process and administer special use permits for outfitters and guides, resorts, campgrounds, or other recreation operations and services; OR 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree that is related to this position. OR A combination of graduate level education (beyond 36 semester hours) and specialized experience that is directly related to this position that together meets the qualification requirements for this position. Work Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
