The incumbent is responsible for the organization and management of all aspects of the Pharmacy procurement program and pharmacoeconomic program to ensure that the Pharmacy Service is compliant with all Federal, VHA & local acquisition regulations including development, implementation, monitoring, and reporting for the Joseph Maxwell Cleland Atlanta VA Medical Center. He/she participates in the management of a multi-million-dollar budget for inventory management of pharmaceuticals and supplies.

Utilize strict accounting practices to maintain an accurate budget. Provide upper management with quarterly, monthly, and often daily updates on budget status. Maintain sufficient inventory for the needs of the Medical Center, yet not exceeding budget allowance.
Presents upper management on a routine basis: expenditure reports, cost analysis, stock usage, budget forecast, drug shortages, drug recalls and new product cost impact.
Provides oversight of pharmacy purchase card holders to ensure individual purchases not to exceed $10,000.
Functions as a Contracting Officer's Representative (COR) and prepares contracting requests for Pharmacy Service.
Provides direct oversight for the accountability of expired or soon-to-expire medications held for return for credit.
Ensures all items are secured and monitored through the time of pick up by the contracted reverse distributor to reduce possibility of undetected loss, theft, or misuse. Maintain a running inventory list of non-controls for tracking purchases to be used in reconciliation of invoices to maximize revenues received through credits.
Provides clinical judgement in considering cost-effective alternatives within the National Formulary for drug shortages due to backorders or recalls. Collaborate with providers in the respective specialties to determine alternatives for items on long term shortage.
Serves as liaison between company representatives and managerial staff.
Oversees that the Maintenance of stock is in an orderly and clean work environment.
Oversees the labeling of the shelf with a bar-coded label whenever a new product is received.
Give periodic in-services to pharmacy staff concerning status of inventory management including, but not limited to, preferred agents, budget, and inventory operations.
Responsible for assessing, planning, and evaluating the pharmacy procurement and pharmacoeconomic programs to ensure that all Federal, VHA, and local acquisition regulations are followed with proper coordination between the delivery of Pharmacy services and the overall delivery of health care.
Provides direct supervision of the duties of all Procurement technicians.
Interviews prospective pharmacists and technicians to determine their suitability for vacancies. Works directly with the Pharmacy Supervisors when disciplinary action may be warranted.
Conducts performance reviews and competency assessments, writes functional and position descriptions and performance standards for the section. Recommends appointments and special advances, within-grade increases or disciplinary action to Chief of Pharmacy, as appropriate.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education. (TRANSCRIPTS REQUIRED).
Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico) or the District of Columbia. (COPY OF LICENSURE REQUIRED).
English Language Proficiency: Must be proficient in spoken and written English as required by 38 U.S.C.7402(d), and 7407(d).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
GS-12
(a) Experience or Education. In addition to the basic requirements, candidates must meet one of the
following:
1 year of experience equivalent to the next lower grade level, or
2. Completion of an ACPE-accredited Pharm.D. program.
Pharmacists assigned to this position must demonstrate the following knowledge, skills and abilities (KSAs):
1. Knowledge of professional pharmacy practice.
2. Ability to communicate orally and in writing to both patients and health care staff.
3. Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security.
4. Skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
GS-13
(a) Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.
(b) Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
Facility Program Manager. The Facility Program Manager manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics (CBOCs), rural health, telemedicine, etc. ; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmaco-economist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs. Pharmacists assigned to this position must demonstrate the following KSAs:
1. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
2. Expert understanding of regulatory and quality standards for their program area.
3. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
4. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy.
5. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
The full performance level of this vacancy is GS-13.
