Under the direction of the Deputy Chief Consultant, Pharmacy Benefits Management (PBM), the Assistant Chief Consultant, PBM-Formulary Management provides operational oversight for the functions performed by PBM-Formulary Management Staff. Additionally, the Assistant Chief Consultant, PBM provides staff support to VA Headquarters staff on matters involving leadership and governance of pharmacy activities in the Veterans Health Administration (VHA).

VA Careers - Pharmacy: https://youtube.com/embed/Fn_ickNBEws Duties and responsibilities include, but are not limited to: The Assistant Chief Consultant, PBM-Formulary Management holds high visibility and represents PBM nationally in efforts to improve medical care. In conjunction with the Deputy and Associate Chief Consultants, the incumbent is responsible for the following (incumbent is expected to delegate some of the following activities as necessary): Assists in the development of policies and procedures pertaining to the management of cost, utilization, and outcomes associated with pharmaceuticals within VHA. Supervises and manages system-wide data collection and verification of pharmaceutical utilization within VHA. Assists in the coordination of PBM activities with other VHA organizational elements, including but not limited to the VISN Pharmacist Executives (VPEs) and the PBM Medical Advisory Panel (MAP). Functions as a VHA liaison with the VA National Acquisition Center (NAC) regarding pharmaceutical procurement and distribution issues. Provides direct supervision of personnel involved in NAC contract liaison activities and Pharmaceutical Prime Vendor (PPV) /Prescription database management activities. Functions as a member of the PBM leadership team in serving as contact with the pharmaceutical industry regarding VHA issues. Coordinates VHA issues with Pharmaceutical Prime Vendors and represents VHA in all negotiations with prime vendors. Functions as a VHA pharmacy liaison with numerous professional organizations and government agencies and departments. Represents the PBM and VHA as needed at professional and government interfaces. Assists the Program Manager for Public Law in the maintenance of databases required by PL 102-585 and associated reporting to Congress and the pharmaceutical industry. Assists in facilitating PBM issues and needs with pharmacoeconomic research efforts within VHA. Assists in the preparation of resource requirements for the PBM-Formulary Management. Assists in the coordination and planning of all meeting and conference calls, including preparation of agendas and minutes, as necessary for MAP, VISN and other ad hoc PBM groups. Effectively communicates PBM issues with MAP, VISNs, and medical center personnel. Responds to VISN requests for information and support on issues involving the cost, utilization and clinical outcomes of pharmaceuticals. Coordinates the establishment of Technical Review Groups for national contract awards. Assists in assuring that PBM personnel meet all education and training requirements. Collaborates with internal and external stakeholders (e.g. CDC, GAO, 0MB, FDA, Congress and other federal and non-federal agencies to optimize the availability and efficient use of resources and services for Veterans. Monitors FDA activities, evaluates expected outcomes from these activities, and provides information to local, regional, and national managers. Assists is forecasting and coordinating PBM Services for counter measure strategies required for critical medication shortages, Emergency Authorization Use medications or other nationwide initiatives to ensure VA medical facilities have medications needed to treat Veterans. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-14 Pharmacist Assistant Chief Consultant Experience: In addition to the basic requirements, you must have 1 year of experience equivalent to the next lower grade level (GS-13) such as: Plans and is responsible for the development, interpretation, and distribution of system-wide pharmaceutical utilization reports; supervises and manages of the day-to-day PBM data management functions and provides support to other sections within the PBM for the purposes of developing drug treatment guidelines, conducting pharmacoepidemiologic outcomes research and maintaining various databases in support of VA National Formulary efforts. In addition, demonstrates the following Knowledge, Skills, and Abilities (KSAs): 1. Skill in persuading others and gaining cooperation to accomplish goals. 2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. 3. Skill in utilizing regulatory and quality standards to develop and implement operational programs. 4. Skill in managing multiple and diverse people or programs. 5. Skill in utilizing available resources to support the mission and goals of the organization. 6. Ability to plan, organize and direct the functions of the pharmacy staff.
