The incumbent assists the Chief, Pharmacy in planning, directing, and coordinating the overall Inpatient Pharmacy Service operations to provide comprehensive, high quality pharmaceutical care services to all patients served by the Atlanta VA Medical Center. He/she assists the Chief, Pharmacy Service in managing the overall inpatient pharmacy operation, supervising all inpatient pharmacy staff members, residents, students, and trainees, and ensuring the effective utilization of all resources.

Assures all legal requirements for state, federal, and VA are continually met within written guidelines and sound pharmaceutical judgment. Maintains effective personnel management program within pharmacy including E.E.O. awareness, training opportunities, tuition support, and individual development plans. Reviews evaluations of personnel made by subordinate supervisors. Provides attention to employees' complaints/grievances with the goal of resolving them at the lowest possible level. Promotes cultural diversity to establish an environment that works for all employees and strives to achieve and maintain a culturally diverse work force, which is comparable to the civilian workforce. Responsible for assuring all aspects of drug control, drug accountability and drug security are maximized and are in accordance with the Joseph Maxwell Cleland Atlanta VA Medical Center and Pharmacy Service policies and procedures, and other applicable VA, FDA and Federal regulations. Responsible for oversight of inpatient pharmacy budget activities. Establishes access limits for inpatient pharmacy staff to confident and sensitive patient information in VistA. Develops and maintains effective pharmacy operations within the inpatient pharmacy that are synergistic with other healthcare system programs and are designed to maximize drug distribution processes, inventory management and patient care. Develops and implements strategic plan for the expansion and/or reengineering of inpatient pharmacy operations. Provides the Chief, Pharmacy Service, with counsel on developing of inpatient pharmacy operations, workflow, and automation. Develops implements and evaluates programs for quality improvement of inpatient pharmacy services. Responsible for development of appropriate indicators to assess the impact of pharmacy operations on patient outcomes and financial resources. Coordinates data acquisition and analysis for pharmacy performance improvement monitors. Responsible for the professional growth and development of professional and technical staff. Gathers, coordinates, and reports data for various reports and functions on an as needed or required basis. Develops and maintains cooperative working relationships with other services to maintain the highest quality of patient care and harmonious working environment for employees. Assures inpatient pharmacy employees are properly trained and maintains records of all such trainings. Develops training programs for inpatient pharmacy staff, in conjunction with the Pharmacy Education Program Manager, to expand professional capabilities. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Experience. In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level. Assignments. Associate Service Chief. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. Responsible for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential. Demonstrated KSAs. The KSAs shown below apply to all assignments at this grade level, and the specific KSA designated by an asterisk (*). 1. Skill in persuading others and gaining cooperation to accomplish goals. 2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. 3. Skill in utilizing regulatory and quality standards to develop and implement operational programs. 4. Skill in managing multiple and diverse people or programs. 5. Skill in utilizing available resources to support the mission and goals of the organization. 6. Ability to plan, organize and direct the functions of the pharmacy staff.
