This position is located at the Edward Hines Jr. VA Hospital (578), a Level 1a complexity VHA Facility. It is organizationally aligned to the Associate Director for Patient Care Services.

Duties

1. Performs work involving the collection, compilation and/or tracking of data and statistical information in support of Nurse Professional Standards Board/Licensed Practical Standards Board operation. 2. Provides administrative support to the Deputy ADPCS by processing and preparing agendas, attends and transcribing minutes for meetings. Maintaining calendars, schedules appointments and meetings, makes necessary arrangements for conferences and meetings including reserving conference space and notifying conferees, having appropriate training materials, tools, supplies, etc., available. 3. Files and maintains files for the Office Deputy ADPCS. 4. Assists in the planning, review, and reporting of data/statistical results of program/project studies. Established protocols for the incoming data organizes computerized data sets and retrieves computerized data. Evaluates documents, e.g., clinical tracks, performance/certification, probationary forms and other data collection forms. Coordinates incoming data from a variety of sources. Reviews documents, reports and/or applications for omissions and inconsistencies, and ensures data entry is complete and accurate. Enters pertinent information into an automated tracking system. Maintains automated system of program specific data to track suspense on items such as project milestones, progress reports and compliance strategies. 5. Serves as a first-line consumer representative in receiving telephones calls and visitors, referring callers (staff, patients, visitors) directly to the appropriate section head or redirecting them to more appropriate offices within the hospital structure; or handles non-technical matters that do not need to be referred further. 6. Maintains the Associate Director/Patient Care Service's calendar when covering for the Secretary to the AD/PCS arranging meetings, conferences, travel, reservations, and travel itineraries. 7. Advises Associate Director/Patient Care Services of important matters arising and brings to her attention significant items in reports, files and correspondence related to Board matters. Supports the Chairs/Co-Chairs of the Boards. 8. Serves as the resident expert in office automation. As such is required to provide advice, guidance, assistance, and training to other members of the clerical staff and to others in leadership and specialty roles. Is expected to develop new procedures and resolve office automation problems on own initiative. 9. Prepares documents, statistical reports, and correspondence through the use of office automation systems, i.e. word processor, data base, spread sheet software, electronic mail, etc. 10. Records, transcribes minutes and agendas for weekly Nurse Professional Standards and Licensed Practical Standards Board meetings. 11. Use tracking system to monitor the receipt of all Nursing Staff proficiency reports in the Hospital, staying abreast of due dates, delinquent proficiencies, etc. 12. Assists staff in developing procedures using office automation systems to expedite completion of data tracking/other clerical assignments. 13. Types and processes sensitive material including disciplinary actions, administrative grievances, proficiency reports, narrative evaluations, and other data as appropriate. Initiates and signs work orders as necessary for Nursing Service. 14. Independently composes correspondence, creates complex charts, graphs and forms applying various software packages to enhance presentation of service reports including performance improvement, workload data, management briefings, statistical reports, etc. 15. Establishes and maintains files of all documents essential to effective management of the Nursing Service related to Board matters. 16. Receives and reviews unclassified/sensitive mail. 17. Tracks receipt/submission of proficiency reports, personnel actions, clearances, and other employee information. Uses data relating to proficiencies to complete quarterly report which is sent to Central Office. 18. Reviews all correspondence, directives and instructional material pertaining to administrative actions, practices or clerical procedures for own knowledge and performance and to inform the AD/PCS/Chief of new, revised/amended procedures or requests for follow-up action related to the Nurse Professional Standards Board and the Licensed Practical Standards Board operations. 19. Serves as PIV sponsor for the Associate Director/Patient Care Services. 20. Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. For a GS-6 position you must have served 52 weeks at the GS-5.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 or GS-5 in the normal line of progression for the occupation in the organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work responsibilities require extensive periods of sitting while operating computer equipment. Substantial standing and walking is necessary, as well as the ability to bend, lift, push carts, carry files and transport supplies.
