THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 32), Position Description Number NGD1546000 and is part of the TN 118th WING, Air National Guard. This vacancy is not eligible for membership to a labor organization.

Duties

As a HR SPEC (MILITARY), GS-0201-12, you will provide state level coordination of all military personnel programs, including but not limited to enlistment, appointment, performance evaluation reports, promotions, officer and enlisted selective retention, discharges, separations, recruiting, retention, incentives, and training. Coordinate a statewide incentive program and serves as the focal point for all matters pertaining to the program. Responsible for the management of the State ANG Retention Program for enlisted and officer personnel. Serves as principal assistant to the Administrative Officer and in his/her absence ensures continuity of operations. Manages the state Officer Effectiveness Report Program. Manages the federal and state ANG Military Awards Program. Assists in the investigation of and may represent the department on Congressional and other high-level inquiries. Monitors the ANG Schools Program and performs follow-on training for Professional Military Education (PME) and all technical schools not associated with inactive duty training. Conducts research on difficult individual personnel and administrative problems; provides technical and specialized data, background material, and references; and recommends solutions and courses of action to be followed. Responsible for supervisory personnel management functions. Hears employee grievances and deals with union representatives as necessary; takes necessary informal disciplinary actions and, when warranted, proposes formal actions. Provides guidance and coordination of ANG Family Program matters within the state. Provides direct oversight to the Family Program and the Family Program Coordinator contract.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.
  • Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
  • Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

Qualifications

Military Grades: O-3 through O-5 GENERAL EXPERIENCE: Mus t have experience or training in administrative positions that manage, supervise, administer, advise on, or deliver human resources management products or services; progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. SPECIALIZED EXPERIENCE: Must have 36 months or 1-year at the next lower level specialized experience in a wide range of military human resource concepts, practices, laws, regulations, policies and precedents sufficient to provide comprehensive advisory and technical services on substantive organizational functions and work practices.-- An in depth understanding of complex organizational structures with military and full-time organizational alignment; ability to interpret and analyze state laws and rules with respect to military personnel management to include appointment, separation, retirement and discharge; ability to prepare and analyze qualitative and quantitative measures for officer and enlisted personnel management; sufficient to develop computer-based models for projecting officer and enlisted gains, losses and other attrition for such programs as diversity, selective retention, and statewide strength projections; extensive understanding of military personnel evaluation systems and the ability to provide guidance to senior level commanders and managers; ability to develop analytical tools to track and monitor officer performance reports; ability to communicate, both orally and in writing, in regard to complex personnel management policies that determine the career management of ANG officer and enlisted personnel; ability to develop and disseminate personnel management programs which impact and affect several different wings with different missions and aircraft; ability to independently research and evaluate retention and turnover rates within a wide range of military personnel career fields; reports and analyses, which include substantive recommendations, are prepared for presentation to senior level officials.
