This position is part of the Office of the Chief Financial Officer, Government Publishing Office in Washington,
District of Columbia.
Duties
Serves as the point of contact, and subject matter expert for projects, activities, processes, and regulations that pertain to GPO's financial system
Advises GPO executives, management officials and program managers on regulatory requirements, financial policies, interpretation of data.
Provides interpretive guidance to other accounting and financial and business management staff and functional representatives.
Conducts audits to analyze proper utilization of funds, acts as a consultant on current financial management metrics and systems.
Develops strategic business plans, memorandum, agency-wide policy statements, executive reports, and other written guidelines as they relate to the Office of Finance financial systems;

- You must be a current Career or Career Conditional GPO employee to apply.
- Selectee must be able to obtain and maintain a Non Sensitive Public Trust security clearance.
- Confidential Financial Disclosure Report may be required.
- Selectee may be required to serve a one year supervisory probationary period.
- TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level or equivalent grade level of federal service to qualify
- Selectee must successfully pass pre-employment requirements prior to appointment.

To qualify for the Program Analyst, PG - 0343 - 14 , you must meet the following requirements:
To minimally qualify for the PG-14 level, you must meet the following requirements. You must possess) year of specialized experience at the PG-13 (or equivalent) level or higher. Specialized experience includes(1) Providing expert technical advice, leadership, and direction to program offices on the GPO financial system; (2) Providing outreach to customers pertaining to issues that may impact them conducting financial business with GPO; (3) Developing educational information for internal and external customers on GPO financial systems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education in lieu of specialized experience may not be used or this grade level.
