This position is located in the Office of Civil Rights, Office of the Secretary of State (S/OCR). You will serve as the Deputy Director, responsible for assisting the Director with ensuring performance of the Department's responsibility to provide full compliance with equal employment, affirmative employment, model workplace, complaint resolution, and Diversity Management and Inclusion requirements.
Duties
Serves as the advisor to the Director and the Under Secretary, on particularly sensitive or precedent setting complaint findings and legislation that impact entire classes of applicants and employees.
Leads and coordinates strategies across the Office's functional areas to facilitate timely intervention and prevention of complaints of discrimination.
Oversees the legal analysis by S/OCR attorneys, in coordination with the Office of the Legal Advisor and the Bureau of Legislative Affairs, on complex proposals, responses, and testimony involving EEO
and Civil Rights.
Oversees the Office's administrative management functions and ensures that contracts and task orders are administered efficiently and effectively.
Aids the S/OCR Director in responsibility to ensure program development, manage costs and
budget.
Serves in the absence of the Director with a focus on equal opportunity program development and outreach.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience interpreting and implementing Equal Employment Opportunity (EEO) laws, regulations, and policies.
Experience directing and implementing worldwide mission or EEO programs; Justifying, defending, and negotiating to gain compliance with applicable laws, regulations, and final agency decisions.
Experience providing oversight of administrative staff, analyzing major program components and generating new concepts to improve effectiveness and efficiency of operations.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
