About the Position: You will serve as an Environmental & Energy Security Engagement and Integration Specialist providing strategic guidance and expert advice concerning current and future partner nation capabilities limitations, and approaches in the area of environmental and energy security within the Caribbean, Central America and South America Area of Responsibility (AOR).
Duties
Identifies strengths, weaknesses, vulnerabilities related to environmental and energy security, environmental and energy protection, degradation, pollution, and natural resource competition.
Provides in-depth monitoring and analysis of military or security forces environmental and energy issues, challenges and risks as they relate to overall regional security.
Oversees strategic coordination and synchronization of Command-wide interagency efforts in theater security planning, deliberate planning, crisis planning, crisis response, transition, and post-crisis reconstruction activities.
Prepares strategic plans, ensures accuracy, and makes recommendations to ensure programs and plans are adhering to DoD guidelines and directives.
Oversees interagency processes to include improving, enhancing, or developing capabilities that facilitate better synchronization of interagency actions supporting environmental security and sustainability.
Allocates resources and funds for programs and projects related to military environmental and energy security initiatives; AND assists with interagency programs and projects supporting military environmental and energy security and cooperation.
Conducts research on environmental and energy security issues and provides written reports and analysis directed by the Security Cooperation Division.
Review and validate activities planned in support of Theater Campaign Plan (TCP) and identifies gaps and requirements for reporting/discussion during workshops; AND promotes coordination and synchronization generating desired effects/outcomes.
Supports the J4 in the strategic validation and prioritization of initiatives to leverage funding via proposals, briefs or presentations.
Requirements
- Must obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This is a Term position scheduled to last 4 years. A term position may be extended to a maximum of six years depending upon the needs of management.
- Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- Duties of the position may require working more than 40 hours per week with the potential for working weekends and/or holidays.

Basic Requirement: Abachelor'sdegree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes experience in environmental and energy security, providing strategic guidance and expert advice regarding current and future partner nation capabilities, limitations, and approaches in the area of environmental and energy security affecting military operations; AND participating in environmental and energy protection, degradation, pollution, and natural resource competition. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
