The Primary Purpose of the Position is to serve as the Program Specialist, for the office of the Director, Chief Executive Officer (CEO), in support of VISN and station level assignments, committees, and projects. The position is aligned to the Director of CTVHCS, with first line supervision provided by the Staff Assistant to the Director.
Duties
Major duties include, but not limited to:
Administrative Management 60%
Serves as program support to the CTVHCS Director on all administrative management matters associated with facility programs and operations. Defines requirements and provides senior managers advice on administrative issues.
Utilizes a broad base of knowledge of the management and operations of facility programs, federal regulatory requirements, and local policy and procedure to support the Office of the Director to analyze, evaluate, and improve the administrative support to services throughout the entirety of CTVHCS.
Responsible for supporting Strategic Planning for the Healthcare Delivery Committee (HDC) through the Integrated Care Communities (ICC). Forecasting and estimating program requirements and ensures program goals, objectives, and operations are realistic.
Plans in the development and preparing of internal instructions, operating policies, procedures, guidelines, etc. concerning assigned programs and recommends required policy changes and procedural adjustments to ensure proper and adequate accomplishment of major health care program goals and objectives.
Assists in providing oversight and ensures coordination of collaborative and training opportunities including VISN-led initiatives and ICC teleconferences, and other national and VISN learning opportunities.
Coordinates with facility leaders, managers to develop effective project/program plans to resolve serious clinical operations situations. Provides in-depth analyses, best practice models, and creative quality program techniques for consideration in project development.
Facility lead for Issue Briefs which are drafted to provide specific information to leadership within the organization, working through the appropriate chain of command, regarding a situation/event/issue.
Executive Communication 40%
Responsible for preparation, control and management of written and electronic (Internet) communications through the CEO' s electronic Speak to the Director Board. This involves analyzing, researching, synthesizing and ensuring adherence to policies for controlled correspondence.
Develops, interprets and implements guidelines on the preparation and processing of controlled Deputy Secretary for Health Operations (10N), Issue Briefs & Heads Up messages; updates and maintains a standard correspondence procedures manual; develops and maintains guidance for internal procedures specific to correspondence; incorporates changes resulting from new requirements established at higher levels or internal changes in procedures.
Assists with Freedom of Information requests and Privacy Act Officer in searching records for information to process FOIA requests from the media, advocates, private and public sector leaders and others on issues that may be highly politically sensitive and/or complex in nature.
Manages the correspondence by coordinating efforts with clinical services, business services as well as other VHA/VBA offices, ensuring the quality, quantity, and responsiveness of a concerted and well-crafted response.
Work Schedule: Monday - Friday; 7:30am - 4:00pm or 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skills in the preparation, control and management of written and electronic communications; Using data to make recommendations to expedite and enhance process improvement studies, organizational change, and other organizational performance consultant studies; Coordinating with high level leaders and managers to develop effective project/program plans to resolve serious operations situations; Effectively expresses information to multiple audiences through clear, convincing oral and written communications; demonstrates logical thinking when describing facts and concepts, and shapes communications to meet the needs of a specific audience; actively listens to others and demonstrates understanding of their comments and/or questions. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
