The incumbent serves as the PACS Administrator for Imaging Services located at the Teague Hospital for the Central Texas Veterans Health Care System (CTVHCS).
Duties
Researches and/or analyzes problems, issues, or program requirements supporting the functions of a digital imaging system. Determines pertinent issues and collects relevant information from a variety of sources. Reviews information and applies standard analytical techniques. Develops recommendations and proposals and monitors the status and progress of work and makes adjustments in accordance established priorities. Incumbent instructs assigned employees in specific PACS, VR, and technical computer related tasks and job techniques.
Performs Vista Radiology, PACS, NMIS, voice recognition support activities and general ADPAC duties within Imaging Service as well as coordinating support of these functions throughout the CTVHCS. Responsible for training PACS team members and other employees in the Imaging Service and other services as needed to ensure comprehensive knowledge of and competent usage of the PACS application. Maintains current knowledge and answers questions from team members on procedures, policies, and directives by providing expert advice and leadership. Incumbent provides close coordination between the Imaging Services and Ol&T to ensure compatibility of PACS with VistA and/or the VistA Imaging Package. Develops methods and programs to evaluate, monitor and maintain digital image systems. Ensures that all responsibilities are fulfilled in an efficient, timely, and satisfactory manner. The incumbent is responsible for developing and implementing written instructions and making reference materials and relevant background material readily available and in an organized fashion. The incumbent is ultimately responsible for managing, troubleshooting, and manipulating data flow across the PACS system which primarily includes but is not limited to imaging modalities, diagnostic workstations, QNQC workstations, image archive, network and cabling, voice dictation systems and HL7 messaging, technologist, student or physician misregistrations, importation of outside images, and interface with any new equipment that impacts Imaging. Incumbent oversees employees performing related work functions at the GS-5 thru GS-11 levels.
Work Schedule: Monday-Friday 7:30AM - 4:00 PM; on-call every other week

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/14/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 12 position you must have served 52 weeks at the GS 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.

Physical Requirements: The work involves an extensive amount of standing, walking, crouching and occasional carrying 10 - 45 pounds for a short distance and pushing an equipment cart. This position coordinates projects at the CTVHCS and occasional off-site locations. The job requires visits to multiple services and units at the Teague Hospital and CBOCs. The work requires keen and sustained attention span and stress management over long hours. There is frequent use of a computer, keyboard and display terminal. There may be extended periods of time when there will be work in a cold computer room.
