The incumbent serves as the PACS (Picture Archiving and Communications System) Administrator for Imaging Service located within the Central Texas Veterans Health Care System (CTVHCS). The PACS Program Administrator is responsible for maintaining security of the local PACS and VistaRad Systems (Currently PowerScribe 5.0), managing the users, passwords, and the protection and authorized distribution of patient information.
Duties
Major duties include, but are not limited to:
Researches and analyzes problems, or program requirements supporting the functions of a digital imaging system. Determines pertinent issues and collects relevant information from a variety of sources. Develops recommendations and proposals and monitors the status and progress of work and makes adjustments in accordance established priorities.
Responsible for training PACS team members and other employees in the Imaging Service and other services as needed to ensure comprehensive knowledge of and competent usage of the PACS application. Maintains current knowledge and answers questions from team members on procedures, policies, and directives by providing expert advice and leadership.
The incumbent is responsible for developing and implementing written instructions and making reference materials and relevant background material readily available and in an organized fashion. Incumbent oversees employees performing related work functions at the GS-5 thru GS-11 levels.
Effectively repairs when possible, instructs users in proper operation or workarounds, and initiates/coordinates repair requests with appropriate Services or vendors when necessary.
Plans, installs, tests and implements PACS and related systems including application systems, networking interface software and system administrative software. Corrects inaccurate report entry in the Patient Data Files when necessary.
Serves as the primary security officer for PACS. Develops and/or implements stringent security procedures including implementing a system security awareness program with such elements as security training and briefings to foster an awareness of PACS information security. Established and maintains user accounts and profiles for both the PACS and the integrated voice recognition system, customizes software for the various users and takes appropriate steps to ensure the security of the PACS as it relates to patient information. Develops and tests network contingency procedures and continuously evaluates needs and updates accordingly.
Incumbent is responsible for maintaining the Radiology File & Table within the Radiology module. Creates new exam entries and inactivates outdated exam entries, when necessary.
Incumbent serves as the primary custodian for a large (in excess of $1,000,000) Memorandum of Understanding with the VA National Teleradiology Program (NTP). Incumbent provides first line technical support for failure of digital exam transmission to the NTP as well as problems that may arise with CPRS and VistaRad software that preclude exam interpretation.
Identified and determines training priorities, conducts and administers training programs, develops and improves training guidance. Provides training to radiologists, residents, technologists, and staff in proper and efficient use of imaging hardware and software and in the use of VistA, CPRS and voice recognition software.
Designs and maintains a quality control program for digital radiographic images to include, but not necessarily restricted to, evaluation of image quality from modality to viewing monitor. Reports all QA activities and the findings of such activities to the Chief, Imaging Service as well as the Chief Technologist and various modality supervisors.
Responsible for the development and monitoring a specialized Radiology ordering template system for Fee Basis exams per VA requirements.
Coordinates with the VistA Imaging Administrator for the purpose of validations of new procedures, software updates, and/or equipment with VistA Imaging and ensures that all imaging studies are routed correctly to VistA Imaging for permanent electronic archival per VA Directive.
Assists the Chief, Imaging Service in assessment and procurement of new imaging or PACS related equipment.
Schedules, monitors, and reviews all outside vendor services to insure appropriate, quality workmanship in a timely fashion. Acts as the Contracting Officer's Technical Representative (COTR) for assigned contracts relating to Imaging Services and digital imaging. Must be able to distinguish between appropriate and inappropriate techniques and methods employed by outside Field Service Technicians (or engineers) and resolves any conflicts that may arise.
Work Schedule: Monday-Friday; 0730-1600; on-call every other week.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Researching and analyzing problems; Collecting data from a variety of sources; Developing and presenting recommendations to leadership; Preparing user instruction and education manuals; Serving as an Automated Data Processing Applications Coordinator (ADPAC); Troubleshooting hardware, software, and other Automated data processing problems experienced by users; Initiating repair requests/work orders; Maintaining user accounts and profiles; customizing software; pulling and preparing reports; providing training to users on imaging hardware/software; scheduling and monitoring outside vendor services to insure appropriate workmanship.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
