The position is located in the Compliance Section under the general direction of the Compliance Officer. The incumbent will perform duties related to the compliance and integrity of business functions at the West Texas VA Health Care System (WTVAHCS) that impact Veterans, to include Integrity and Compliance (IC) education and training, IC committee, risk assessment, internal reporting/communications, auditing and monitoring, investigation and response.

*** Bargaining Position *** Incumbent will perform analytical and evaluative work associated with the Compliance Program activities as well as the extraction and collection of the data for analysis. This position will provide quantitative and qualitative analysis of the elements of the Revenue Cycle (i.e. Pre-Registration, ICO Metrics, Person Class File, Reasons Not Billable, Non-VA Care processes, and GR Modifier, Beneficial Travel, Residency Processes and Payments, etc.) and other compliance areas (i.e. SPS Inspections, LEIE, Patient Advocate security key audits, etc.) as directed. The incumbent is responsible for the quality program and compliance monitoring program implementation, development and indicators designed to prevent erroneous transactions and ineffective work practices and to verify adherence to monitoring and auditing plans and requirements. Incumbent identifies needs, potential problems, and develops actionable recommendations by working closely with compliance and other health care system staff. Conduct concurrent and retrospective reviews to determine data validity and identify the root cause of compliance failures. Develops databases and spreadsheet for tracking and trending results of analyses. Performs in-depth research, analyzes operating contingencies and special situations. Consults with technical experts to examine and analyze unusual or problem situations indicated by changes in program indicators. Assists managers and staff in developing process solutions. Effectively communicates with senior management, staff and external stakeholders to initiate corrective action. Effectively articulate complex regulatory information in understandable terms. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations plus a thorough understanding of how regulatory or enforcement programs are administered; comprehensive knowledge of the healthcare mission, organization, programs, and Health Care System business practices; working knowledge of Medicare, health care regulatory agencies, third party payer coding and billing processes required to perform analyses on all areas of the front end Revenue Cycle; and, knowledge of the principals and techniques used in compliance and/or quality assurance and data analysis. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D., if related. (Transcript Required) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 18 semester hours of graduate level education. (Transcript Required) You will be rated on the following Competencies for this position: Auditing Communications Partnering Planning & Evaluation Reasoning Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds such as reports and manuals. The work involves intense concentration and relatively long periods of sitting with some walking. Training involves interactions with coders, CPAC staff, medical staff and others as appropriate.
