The incumbent serves as the Management Analyst, reporting to the Corporate Compliance Service Chief. The Management Analyst is responsible for program functions to include compliance education and training, compliance committee, internal reporting and communications, auditing and monitoring, investigation and response for a highly-affiliated, 3 complexity health care delivery system.
Duties
The Corporate Compliance Service is responsible for identifying non-clinical organizational risks and developing plans of action for the approval of executive leadership that will avoid or minimize risk to the organization. The staff in the Corporate Compliance Service is multi-disciplinary and includes expertise in Privacy, Business Compliance, Records Management, Investigations and Auditing. The Corporate Compliance Service conducts audits, analyzes data and completes investigations. The service will also conduct routine monitoring in areas of previous compliance-related failures. All Corporate Compliance Service staff is cross-trained into other compliance disciplines, in order to ensure that expertise is available for all risk areas under the purview of the Corporate Compliance Service at all times. Although the Corporate Compliance Service has a broad purview, as determined by the Health Care System Director, there are areas in which the Corporate Compliance Service will always audit. These include: scheduling practices, consult management, clinic cancellations, panel management, use of EWL and VCL, community care, privacy practices, business compliance, coding and documentation accuracy, and compliance with records management policy. When analyzing data and developing recommendations, the Corporate Compliance Service will consider individual, policy, process and system failures in determining the root cause. The Corporate Compliance Service also assesses mitigating factors such as internal controls, training, policy and standard operating procedures. The Corporate Compliance Service will complete an annual Risk Assessment, which will guide auditing and monitoring efforts and will be re-assessed at least quarterly. The Corporate Compliance Service will triage and assess the need for Fact-Finding and/or Administrative Investigative Boards (AIBs) related to non-clinical issues and, upon approval of the Director, will organize and implement Fact-Finding and/or AIB actions, providing a written report to the Director regarding the outcome of those investigations. As member of the Corporate Compliance Service, the incumbent will have knowledge of and/or be involved in investigative and compliance activities of a highly sensitive nature.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: communicates with management, staff, and inspectors; independently reviews compliance concerns, discrepancies or other issues; gathers information, presents recommendations addresses issues and/or concerns; collects, analyzes, and interprets a wide variety of data to measure effectiveness, efficiency and productivity of administrative, clinical and technical health care programs; maintains accurate and complete records that can be retrieved and interpreted easily by internal and external auditors; and gathers information, presents recommendations and coordinates corrective action plans. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (TRANSCRIPT REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education as described above.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
