Duties
You will provide analytical, problem solving, contracting planning, program and technical management support.
You will lead and direct the work of employees to produce and deliver acquisition planning, evaluation of requirements and their translation into control documents, and reporting costs, schedule, and performance of IT projects.
You will demonstrate technical expertise in applying software development, and Project Management processes, procedures, and tools to plan, monitor, and control IT projects for NIWC LANT.
You will assess and evaluate the feasibility of new concepts and principles, analyze projected business, future staffing requirements, and budget realities against trends and address their impact on the the organization's goals and strategic plans.
You will will lead change, guide the competency in adopting and ensuring compliance of Command and Competency polices, processes, and strategic guidance.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 802 level Entry/Apprentice within 12 months of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Lead and direct a diverse workforce including engineering, scientists, operations research personnel and apply software development, and direct IT Project Management processes, procedures, and tools to plan, monitor, and control IT projects. Qualifying experience may include: develop and justify accurate project budgets; modify and track cost/schedule/risk/performance on projects or programs; administration of personnel issues such as time/attendance, performance assessment, and technical workforce training.
Your experience in the information technology field must reflect skills in the following areas: attention to detail, customer service, oral communication, and problem solving.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Assess and evaluate feasibility of new concepts and principles and address their impact on the short and long term requirements of the organization's goals and strategic plans.
2. Customer Service - Works with clients and customers (that is any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services, IT-related experience demonstrating this competency include: Deliver a related portfolio of complex products and/or services to customers within pre-defined cost, schedule and technical (requirements) constraints..
Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency must include: Supervise a diverse team of employee's and deal with personnel issues.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency must include: Analyze, problem solve, formulate, guide and direct the technical approach for program execution.
