The primary purpose of this position is to serve as the Chief, Services Division reporting directly to the Director, Operations. The incumbent serves as the Chief of the Services Division and is technically and administratively responsible for first level supervisor over teams responsible for managing logistical services.
Duties
Plans, organizes, and oversees the activities of the Services Division ensuring facility construction, telecommunication services, physical security services, worldwide AF art program, HQ AF campaign program management, Pentagon parking program management, Pentagon badge program management, Pentagon contractor CAC verification, and the continuity of operations program.
Exercises supervisory personnel management responsibilities.
Represents the Operations Directorate with a variety of installation and functional area organizations.
Serves as the single point of contact for all Headquarters Air Force space management/planning matters in the Pentagon, Joint Base Anacostia-Bolling, Joint Base Andrews, and lease space in the NCR. Manages the initial planning and coordinating of real property programs.
Oversees a staff of diverse technical personnel responsible for engineering services and office space acquisition/allocation management and logistical support services to include space management, facility maintenance, Pentagon parking, Pentagon badges, contractor CACs, Air Force campaigns, continuity of operations, telecommunications, locksmith support and the AF Art Program.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes providing management oversight related to establishing and integrating command processes and policies to improve the efficiency, effectiveness, and decision-making abilities of senior leaders during peacetime, deployments and war on all matters pertaining to personal, family and community readiness; planning, directing, and coordinating work, recommending awards, determining goals and objectives, and performing other supervisory functions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and ability to apply procedures, requirements, regulations and policies related to specialized expertise in the work of the directorate (such as engineering, accounting, presentations, art, campaigns, COOP, telecommunications, physical security, parking, badges etc.), including the ability to maintain credibility with others on technical matters.
2. Knowledge of safety and security regulations, practices, and procedures as they relate to the operations, products, services, needs and goals of the programs, the organizations served and related customers, functions, resources and users.
3. Ability to plan, organize, analyze and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors, adjusting work operations of one or more organizational segments to meet program requirements and objectives within available resources.
4. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, make recommendations to resolve budget/funding problems and to plan, direct, control and coordinate financial management programs. Skill in formulating, justifying and/or executing assigned budgets/programs.
5. Ability to communicate both orally and in writing.
6. Knowledge of construction standards, methods, practices and techniques, materials, space planning, equipment and life safety codes to determine compliance with regulations, standards and codes.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
