About the Position: This position is located in the US Army Fires Center of Excellence (FCoE), Directorate of Training and Doctrine (DoTD), Fort Sill, Oklahoma. The incumbent serve as the Branch subject matter expert and project leader for the analysis, design, development, implementation, and evaluation of relevant and educationally effective curriculum through application of instructional and educational technology and adult learning theory.
Duties
Development and review of curriculum applying the professional knowledge and skills of instructional technology, educational technology, educational psychology, adult learning theory, instructional design and tests and measurements.
Review assessments for consistency.
Analyze and review for educational content work performed by others in their assigned activities ensuring a consistent and complete product.
Coordinate with Subject Matter Expert (SME) in development of educationally valid curriculum.
Conduct and/or participate in critical task and site selection boards by preparing job and task analysis worksheets.
Compile front-end analysis package and perform cost and training effectiveness analysis.
Conduct validation studies to determine overall educational effectiveness of curriculum.
Write studies and reports as required, based on contacts with internal or external agencies.
Apply appropriate educational and systems appropriate to training procedures.
Validate and revise individual and collective training material specifications.
Requirements

- Must be able to obtain and maintain a Secret security clearance.
- This position requires travel away from duty station (TDY) approximately 25% of the time.

Basic Requirement for Instructional Systems Specialist - Must be met first:
Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Conduct analysis to determine educational effectiveness; 2) Revise pertinent educational products in accordance with appropriate educational techniques; 3) Collaborate with subject matter experts to ensure that current courses meet training needs; AND 4) Provide guidance and information pertaining to current educational trends and issues.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Education. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
