This position is located at the Washington DC VA Medical Center (DC VAMC), Office of Public Affairs & Community Relations, Medical Media Production Services, which provides a variety of visual imaging and editing services including medical and non medical photograph, audiovisual production and graphic design. The Photographer will be responsible for both routine and technically advanced medical and non-medical photographic and editing assignments.
Duties
This position incorporates knowledge and abilities from several disciplines including still and digital photography, videography, photographic editing and graphic design.
Duties include, but may not be limited to the following:
Operating, maintaining and selecting professional camera equipment and accessories to include Nikon, Sony and Cannon DSLR camera bodies, video cameras, lenses and accessories for still, digital and print photography and videography.
Utilizing and manipulating lighting and audio in internal and external environments (including a studio) for the purpose of official headshots, medical diagnosis, compensation and pension evaluation and/or training, in support of VA events and marketing campaigns.
Takes medical and non-medical photographs of patients, employees and stakeholders in the studio, on inpatient units, operating rooms, and at remote locations and sites where required.
Consult with requesting physicians; planning, working with digital cameras, and filming and printing finishing procedures.
Takes pre and post-operative clinical photos of patients depicting neurological, pathological, or dermatological conditions, etc.
Produces photomicrographs of stained or unstained tissue in monochrome and/or color, utilizing light-field, dark-field, transmitted, phase, reflected or polarized light.
Produces media using digital cameras, animation and optical printers.
Produces motion picture/video recordings of clinical and/or surgical procedures in operating rooms, wards, clinics or research laboratories and public relations events.
Uses computer programs, graphics (design and layout), text and data entry, digital image incorporation, and manipulation and layout.
Utilizes digital scanners, digital cameras, high resolution output devises and other high end digital imaging devises.
Performs other duties as assigned.
Work Schedule: Full-Time; Monday - Friday, 8:00 a.m. - 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-08 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
GS-09: You may qualify based on your experience as described below:
Specialized Experience: You must have one (1) full year of specialized experience equivalent to at least the next lower grade (GS-08) in the Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Photographer position. Specialized experience includes: operating, assembling and maintaining professional camera equipment (e.g., digital single-lens reflex camera and lens, mirrorless cameras and lens, filters, tripods, lighting kits, filters, reflectors, studio backdrops and stands, digital memory cards); producing high-quality studio photos, color and black and white images for print and digital use; and developing and editing visual information and photographs using computer software and applications (e.g., Adobe Lightroom, Photoshop, Corel PaintShop Pro). Knowledge of lenses, digital video cameras, stabilizers, microphones, and other equipment needed to capture video images, printing and reproduction processes, and Privacy Act and copyright guidance, is required.
NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Samples of work or other suitable evidence of technical competence may be required. Unpaid experience that is pertinent will be credited based upon its relevance to the work of the particular position to be filled.

Physical Requirements: Work requires some physical exertion such as long periods of standing, walking over rough or rocky surfaces, reoccurring bending, crouching, or stretching, and recurring lifting of moderately heavy equipment and materials.
Work Environment: Incumbent's work requires moderate risks or discomforts such as working near moving machinery, using flammable materials, and exposure to irritant photographic chemicals and infectious diseases within the Medical Center. The work requires special safely precautions and the use of protective clothing or gear at appropriate times.
