About the Position: This position will be located at a Medical Treatment Facility with responsibilities at Carlisle Barracks, DLA at New Cumberland, Fort Indian Town Gap, Barquist and Letterkenny Army Depot. Hours of work will be Monday through Friday, 0730-1630. Position may necessitate the incumbent to carry a cell phone and answer to emergency facility calls on nights and weekends. TELEWORK Situational in accordance with agency policy.
Duties
Serves as the principal advisor concerning facilities maintenance management. Analyzes a variety of problems or conditions and provides management advisory services and planning assistance to organizational elements.
Serves as the Contracting Officers Representative (COR) for the organization and supervises all minor construction or repair projects.
Acts as liaison between supervisors of the clinics, other government locations, DCC, VSC, host installation, Regional Health Command, Health Facilities Planning Agency (HFPA) and DHA for facility projects.
Submit, track, and coordinates individual job orders with the local maintenance contractor and MEDDAC Chief of Facilities higher-level headquarters.
Determines the total budgetary requirements to support the assigned facilities operations, maintenance and repair plans.
Monitors budget expenditures in order to make recommendations as appropriate and to be prepared to shift resources that may be needed to fund unforeseen emergencies.
Develops a comprehensive program of facility maintenance and repair for assigned facilities annually. Participates with each installation Director of Public Works (DPW) to develops annual multi-year and long-range Facilities Master Management Plans.
Serves as the organization representative at pre-construction conferences, in-progress, pre-final, and final construction inspections.
Plans work to be accomplished by subordinates, setting priorities and completion dates. Assigns work to subordinates based on priorities.
Hears and resolves complaints from employees; refers to higher level group grievances and more serious complaints not resolved. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases.
Evaluates performance and gives advice, counsel or instruction to individual employees on both work and administrative matters. Interviews candidates and recommends appointment, promotion or reassignment to a position within the unit.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part2634, Subpart I USOGE, 6/08). Upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
- Incumbent must be able to obtain and maintain Contracting Officer Representative (COR) certification. Incumbent must successfully complete the annual refresher training in order to maintain COR certification.
- Required to possess and maintain a valid driver's license.
- Position deemed mission essential to ensure continued performance of mission essential functions ofthe organization and meets the definition of mission essential as prescribed in DODI 3020.42 and any other component policy.
- This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire)
- This position requires the incumbent to have tuberculosis testing.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation for access for the duration of employment. A background check is required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes experience in managing a maintenance program for office building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities; monitoring preventive maintenance programs; and inspecting facilities to identify maintenance, repair, and construction requirements; identifying short and long term projects; contracting officer representative for existing and all new contracts for facilities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, industrial arts, property management, or business administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
