This position is located in the Community Care Department of the Chief Of Staff's office located at the VA Medical Center, Huntington, West Virginia. This position is administratively located under the direct supervision of the File Room Supervisor.

Duties

This position is responsible for carrying out a variety of health information functions. The incumbent performs duties related to the receipt, scanning, indexing, and destruction of health and administrative information. The incumbent will interface with personal computer (PC) applications as well as numerous VistA applications. In this regard, the incumbent will index each scanned document into a SQL database which will be accessed via CPRS (Computerized Patient Record System) and GUI tools, then associate each scanned document with the correct patient's CPRS record, the appropriate TIU document, assign the appropriate document-named nomenclature, and electronically "sign on chart" scanned documents. A qualified typist is required, as well as the following: Scan medical documentation in accordance with all guidance, Scanning will be checked for quality and legibility. Consult closure - to augment scheduling AMSA's by contacting the community providers to request medical documentation to be able to scan to close consults. Cooperation, organization, support, and courtesy to the public- Contacts in person and by telephone with veterans, family members, and the general public will be cordial professional and will reflect concern and respect. Customer Service - Applying customer service skills to adequately and fairly assist Veteran customers to include proper phone etiquette, respect, and professionalism at all times. Teamwork - maintain a sense of camaraderie and respect with other employees. Willingness to assist others and show a sense of teamwork is vital to our success. Protect all privacy information received to prevent exposure. Shredding - Follow all rules and regulations on disposing of medical documentation. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-4 position you must have served 52 weeks at the GS-3. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education s described below: General Experience: You must have at least one (1) full year of general experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of the File Clerk at the full performance level (GS-4). To be creditable, general experience equates to progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. Examples of general experience would typically include, but are not limited to: Scan medical documentation in accordance with all guidance, scanning will be checked for quality and legibility. OR, Education: Two years above high school in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR, Combination of Education and Experience: To determine the applicant's total qualifying experience as a percentage of the experience required for the grade level, you must determine the applicant's education as a percentage of the education required for the grade level; then add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. AND Typing Proficiency: This position requires the skills of a qualified typist. In addition to meeting the experience as described above, incumbents must be able to type at least 40 words per minute. You will be rated on the following Competencies for this position: Computer SkillsFlexibilityHealth Information ExchangeOrganizational Awareness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary; however, some bending, stretching, walking, and lifting are required.
