This position serves as an Emergency Management Specialist within the Veterans Health Administration (VHA), Office of Emergency Management (OEM), and within the Office of the Assistant Under Secretary for Health for Operations, located in Martinsburg, West Virginia. The incumbent serves in the Training and Exercise Branch of the Office of Emergency Management within the VHA.
Duties
MAJOR DUTIES AND RESPONSIBILITIES
Plans and continuously improves training and education programs by analyzing employee and organizational needs for OEM, optimizing training resources including people, infrastructure, and budget.
Develops, updates, and maintains educational materials using standard instructional design and adult learning methods and utilizes a variety of instructional media.
Designs and implements innovative educational strategies.
In collaboration with the Chief of the Training and Exercise Branch, incorporates emergency management training requirements into the annual education/training and Integrated Preparedness Plan.
Serves as database manager for training requirements, certifications, and schedules and acts as Talent Management System (TMS) Administrator for all EM training.
Provides instruction and/or facilitation in multiple training modalities, including identifying, training and managing instructors.
Develops feedback mechanism for training, identifies gaps/shortfalls in training needs and reviews with Program leads and applies the approved feedback into future operational, training, or exercise events.
Prepares, updates, and maintains a budget for assigned training programs.
Monitors expenditures and sources of funds to assure that funds are available when needed.
Reviews requests for unplanned expenditures for external or the development of internal training.
Prepares requests to leadership for additional funding, assuring adequate justifications.
Provides periodic budget status reports.
Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized produce written information, which may include technical material that is appropriate for the intended audience.
Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals.
Work Schedule: Monday-Friday,0700-1530
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: practice emergency management principles, concepts, related directives, policies, regulations, procedures, methods, laws, and best practices; this includes knowledge of emergency response frameworks, incident command systems, disaster planning, risk assessments, and mitigation strategies; analyze and obtain information, define problems, identify relationships, evaluate quality, assess impact and develop recommendations to expertly advise leadership on the impact of systemic training management and program changes, issues, and problems, and the execution of training objectives; and analytical and evaluative methods including a wide range of qualitative and quantitative techniques to develop, review and evaluate the improvement of program effectiveness or the improvement of complex management processes and systems pertaining to emergency management and/or healthcare training.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary during non-emergency situations. However, during field exercises and operational support missions, it may require strenuous physical activity to include carrying equipment (up to 40lbs), walking long distances over difficult terrain, running, climbing, working long hours in primitive or arduous conditions, long periods of standing, bending, and stooping. Deployments may include various housing and living conditions to include non-climate controlled, limited privacy sleeping facilities (for example, cots, tents, "hot-bunking", gymnasiums or similar), limited shower and laundry facilities and limited feeding options (such as shelf-stable meals, meals-ready-to-eat (MREs), and field kitchens).
