The Portland VA Medical Center is looking to fill one Supervisory Medical Support Assistant position in the Department Health of Specialty Medicine. The list generated from this announcement can be used up to 90 days to fill any additional vacancies that may arise.

Duties
Plan work to be accomplished by subordinates, adjusts short-term priorities and prepare schedules for completion of work.
Identifying education and training needs. Ensures educational opportunities are made available to MSA staff.
The incumbent will be responsible for leave administration, incentive awards programs, motivation and morale, administrative disciplinary actions, recruitment and placement, position management and classification, preparing position descriptions, overseeing semiannual and annual evaluations, counseling employees whose performance is marginal or unsatisfactory and implementing continuing education activities.
Responsible for extracting and analyzing data in order to provide reports in support of performance measures or special projects. Scope of work involves resolving problems according to established criteria (e.g., processing data that involves inconsistencies, discrepancies and other non-routine problems). Provides support to staff in the maintenances, tracking and collection of data, requested by clinical and administrative staff, related to work load to ensure that the department is providing the best patient experience possible within the context of existing constraints.
Responsible to ensure that MSAs are scheduling appointments in VistA in accordance with VHA national scheduling rules and established clinical guidelines. Work affects the accuracy and reliability of medical records, which in turn affect the outcome of research efforts, outcome of the internal and external audits, quality of information physicians and support staff receive on such things as admissions and legal claims and the quality of patient care rendered. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Evaluate work performance of subordinates. - Give advice, counsel, or instruction to employees on both work and administrative matters.
Interview candidates for positions in the unit; recommend appointment, promotion or reassignment to such positions.
Hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager
Effect minor disciplinary measures, such as warning and reprimands, recommending other action in more serious cases.
Identify developmental and training needs of employees, providing or arranging for needed development and training.
Work Schedule: Sunday-Thursday or Monday-Friday 07:00am-15:30pm or 08:00am-16:30pm. Actual tours will be discussed by during interview.

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of this announcement closing date Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j
Specialized Experience must possess one year of specialized experience equivalent to the GS-7 grade level leading or supervising MSAs or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting. **Resume must include hours per week for work experience credit. ** Candidates must demonstrate the KSAs below:
Ability to provide the full range of administrative and supervisory duties to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements.
Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations.
Ability to provide briefings, orientations, staff development, and training in a patient support setting.
Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs.
Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.

The full performance level of this vacancy is GS 8
Physical Requirements: The work is mostly sedentary but may require periods of standing or walking however, there are no physical requirements for the 0679 Medical support Assistant occupation.

IMPORTANT: Education is not used for substitution of experience at the GS 8 level.
