Duties

The selectee will serve as an Accountant in the Financial Management Division. Typical work assignments include:

Qualifications

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and qualify. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examinations; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.                                                                                                                                                             GS-11: You qualify for the GS-11 grade level (starting salary $78,592) if you possess one year of specialized experience equivalent to the GS-9 grade level performing duties such as: reviewing and analyzing accounting documents, reports, policies, and procedures involving a range of federal appropriations and accounts within one or more financial systems or subsystems; reconciling proprietary and budgetary general ledger accounts; generating monthly and year-end accruals; validating payroll expenditures; depositing cash receipts and completing daily cash reconciliation; ensuring accounts receivable are recorded in the proper fund appropriation; and/or ensuring accounting processes, systems and documentation are sufficient to validate accurate balances as reported in the financial statements. GS-12: You qualify for the GS-12 grade level (starting salary $94,199) if you possess one year of specialized experience equivalent to the GS-11 grade level performing duties such as: reviewing and analyzing accounting documents, reports, policies and procedures involving a range of federal appropriations and accounts within in one or more financial systems or subsystems;presenting data related to the fund balance and statement of transactions; resolving significant accounting system issues; reconciling proprietary and budgetary general ledger accounts; generating monthly and year-end accruals; and/or advising management regarding the financial status of various funds, accounting operations, internal control/policy responsibilities, accounts receivable/debt collection tasks. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply. Qualifications Must Be Met: The qualification requirements listed above must be met by the closing date of this announcement.The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
