The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory civilian employees assigned to Headquarters, Air Mobility Command, 18th Air Force, 618 Air and Space Operations Center (TACC), Command and Control Directorate (XOC), International Clearances and Flight Plans Division (XOCZ), International Clearance Branch (XOCZD), Scott AFB, IL

Duties

Plans, organizes, and directs the activities of 618 Air and Space Operations Center International Clearance Branch (618 AOC/XOCZD), ensuring that the International Clearance Branch complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents HQ AMC, 18th Air Force, 618 AOC with a variety of installation and functional area organizations. Serve as Air Mobility Command Focal Point for the Aircraft Diplomatic Clearance Function. Responsible for reviewing mission details and maintaining quality control of the international diplomatic clearance coordination and aircraft requirement processes.

  • "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement
  • This is a Centrally Managed Position in the 2150 Series, Transportation Operations Career Field
  • Incumbent acts as the International Clearance Branch Chief in his or her absence
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • Incumbent may be required to work rotating shifts and/or holidays as directed by branch/division leadership
  • Frequent overtime is required as mission requirements dictate
  • Office is manned 24 hours per day, 365 days per year
  • This is a key position. Incumbents must be removed from any military recall status if alternatives for filling the position during an emergency are not available
  • Must be able to obtain and maintain a SECRET security clearance
  • This position has been identified as a Test Designated Position (TDP) and you must be willing to submit to random drug testing (urinalysis) on a recurring basis

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Knowledge of DoD Foreign Clearance Guide, HQ AMC, 18th AF, 618 AOC, International Clearance Branch instructions, policies, and procedures; flying instructions, Flight Information Publications (FLIP) documents, guidelines, and worldwide route planning, computer flight plans, international airway routes and structure, oceanic routes, controlled and special use airspace, aeronautical charts, airways, and flight safety. Knowledge of safety and security regulations, practices, and procedures. Knowledge of Air Mobility Command aircraft performance capabilities and limitations. Knowledge of aircrew flying limitations and crew rest requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of DoD Foreign Clearance Guide, HQ AMC, 18th AF, 618 AOC, International Clearance Branch instructions, policies, and procedures; flying instructions, Flight Information Publications (FLIP) documents, guidelines, and worldwide route planning, computer flight plans, international airway routes and structure, oceanic routes, controlled and special use airspace, aeronautical charts, airways, and flight safety. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Knowledge of Air Mobility Command aircraft performance capabilities and limitations. 4. Knowledge of aircrew flying limitations and crew rest requirements. 5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
