The position will support VA Research and Development (R&D) Service at the VA Portland Health Care System (VAPORHCS). The position will be responsible for providing oversight in support of all research activities at VAPORHCS at all stages of development. VAPORHCS hosts significant activities in many research program areas to include Rehabilitation, Clinical Science, Biomedical Laboratory, Health Sciences as well as the Center for Clinical Trials Research.
Duties
Strategic and Long-Term Planning 30%
Works with all VAPORHCS principal investigators and research stakeholders to develop plans for, adequately staff, evaluate research progress relative to staffing levels, monitor funding levels for staffing, and transition personnel following completion of specific research projects and other related translational and operational activities.
Provides technical expertise and consultation support in developing feasibility of staffing plans that are realistic, financially viable, regulatory compliant, and ethical in conduct.
Reviews complex multi-year financial, regulatory, and organizational reports and applies standard analytical techniques and evaluated workflow to determine potential problem areas to develop recommendations to propose and implement corrective actions in those areas to improve coordination between organizations at local, regional, and national organizations.
Participates with research and clinical colleagues in the immediate organization in formulating and administering plans and policies designed to meet R&D program objectives.
Collaborates and communicates effectively with professional and non-professional health personnel at all organizational levels.
Contracting Officer Representative (COR) 25%
Serves as an expert on VA regulations, rules, procedures, and practices for initiating, preparing, and monitoring procurement, and contractual agreements.
Monitors contracts and submits timely extensions; approves option years; follows up with VACO contracting group and sends status updates to stakeholders.
Works in conjunction with investigators and prepares all needed documents required for the purchase including justifications, specifications, vendor information, IT documentation, etc., and provides quarterly contractor's performance reports, and any other documentation required by Contracting.
Research Operations 20%
Facilitates communications with Principal Investigators, Site Coordinators, Clinical Coordinators, Data Abstractors, and Clinicians to share best practices of study protocol compliance, implementation, and data collection.
Performs day-to-day management of the research team activities, teaching, guiding, and monitoring the project managers while setting priorities, organizing own activities, making decisions, and discussing ideas with the AO/AD, the ACOS for Research and other Core Directors in the R&D Organizational Chart on a regular basis.
Oversees the development and carries out each research plan for all assigned funded projects at VAPORHCS which includes determining budget with resource needs.
Budget Analysis and Reporting 25%
Performs budget work for the R&D Service in support of one or more of the phases or systems involved in budget administration including the formulation, presentation, or execution of a budget.
Performs studies and audits on control and use of funds throughout each fiscal year.
Applies qualitative and quantitative analytical methods, techniques, and administrative duties to analyze and evaluate research plans and funding for one or more future budget years.
Demonstrates expertise with various data entry and analysis tools.
Provides regular and accurate budgetary information, commitments, and projections in a variety of forms and reports including ORD reports and project budget reports.
Prepares a variety of management reports related to the status of funds, expenses, obligations, FTEs, and workload, adjusting to ensure accurate portrayal of status of funds.
Work Schedule: Monday - Friday, 8:00am to 4:30pm

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-11, in the normal line of progression for the occupation in the organization. Your experience must show progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions and managing procurement; assisting with human resources functions to include recruitment, position classification, performance, training, etc.; preparing letters, reports and presentations; and extracting, analyzing and evaluating data to make recommendations regarding the efficiency and effectiveness of a program.

Preferred Experience:
3 years of research experience
1 year of VA HR experience
1 year of fiscal/budgeting experience

Education
There is no educational substitution for the GS-12 level.
